A Stronger Immigration System That Works for Everyone in Canada

Canada’s Unique Immigration Identity

To begin with, Canada sees itself as a mosaic, not a melting pot. That means people from different backgrounds keep their unique cultures while contributing to Canadian society. Immigrants have helped grow Canada by starting businesses, enriching communities, and supporting the economy with their skills and talents.

The Current Problem

However, since the pandemic, immigration levels have grown too quickly. As a result, the country’s housing, healthcare, and other services are struggling to keep up. When too many people arrive too fast, it becomes harder to provide them with the support they need. Therefore, the government believes it must rebalance immigration to keep the system sustainable and fair for everyone.

Adjusting Immigration Numbers

To ease the pressure on housing and public services, the plan will:

  • Limit temporary residents (like foreign workers and international students) to less than 5% of the population by 2027 (down from 7.3%).
  • Keep permanent residents to under 1% of the population annually beyond 2027. This will allow the country to continue welcoming new Canadians, but at a pace that matches its ability to support them.

Focus on Talent and Economic Growth

At the same time, the government will continue to attract top global talent. They’ll bring in highly skilled workers—especially from places like the U.S.—who can help Canadian businesses grow.

To support this goal, they will revitalize the Global Skills Strategy, making it easier for companies to bring in experts for key economic projects.

Making It Easier for Newcomers to Work

Next, newcomers often face barriers to working in their professions because Canada doesn’t always recognize foreign credentials. To fix this, the government will work with provinces to speed up and simplify the process, allowing skilled immigrants to start contributing sooner.

Improving Immigration Services

In addition, they plan to modernize the immigration system using digital tools. This will make applications faster, reduce backlogs, and provide better service to families, businesses, and applicants.

Fair Support for Refugees and Asylum Seekers

For people fleeing danger, the government will continue to support refugees and asylum seekers by:

  • Providing legal aid so they get proper advice and help.
  • Ensuring cases are handled quickly and fairly, reducing long waits and unnecessary appeals.

Ensuring System Integrity

At the same time, the system must be credible and fair. The government will:

  • Remove failed claimants after due process.
  • Strengthen border security, screen newcomers thoroughly, and fight fraud and abuse.
  • Tighten visa rules and enforce immigration laws to maintain public trust.

Working with Quebec

Furthermore, the government will respect Quebec’s special role in immigration. They will support Quebec in protecting the French language and culture, as agreed in the Canada–Québec Accord.

Supporting Francophone Immigration

To support French-speaking communities across Canada, the plan sets a 12% target for Francophone immigration outside Quebec by 2029—a 20% increase from the current goal. This will help strengthen French language and culture beyond Quebec.

Strengthening Coordination

Finally, the government wants to improve teamwork between federal, provincial, and territorial governments. They’ll share real-time information about immigration cases, removals, and settlement services to make the system more efficient and coordinated.
