Flagpoling to Be Stopped for Immigration Applications

Individuals will no longer be able to use flagpoling to receive same-day processing for immigration applications.

Once the policy takes effect, temporary residents will need to submit online applications to extend their stay, according to Miller.

Miller stated that removing flagpoling will ease pressure on border services, enabling officials to prioritize other responsibilities.

He emphasized that “closing the loophole” is part of the department’s efforts to enhance the integrity of the immigration system.

While the minister has not specified an implementation date, he indicated that IRCC aims to enforce the change “as soon as possible.

What is flagpolling?

Flagpoling refers to the practice where newcomers avoid the typical online application wait times for work or study permits by briefly exiting Canada and re-entering at a port of entry to access same-day immigration services. This method, which was both legal and effective, allowed newcomers to expedite their immigration processes with the Canadian government.

In May, Canadian and U.S. border authorities introduced initial restrictions on flagpoling by reducing service hours at 12 Canada-U.S. border crossings, limiting the availability of this option.

Canada Ends Flagpoling for PGWP Applicants Amid Border Delays and Backlog

In June 2024, Immigration Minister Marc Miller announced the termination of flagpoling services for Post-Graduation Work Permit (PGWP) applicants. He cited the increased workload for border officials and delays impacting travel and the transportation of goods and services at the border as key reasons for the decision. The year before this announcement, PGWP applicants accounted for approximately 20% of all flagpoling cases.

Throughout 2024, IRCC has faced a significant backlog of applications, leaving many applicants waiting months for their cases to be processed. According to IRCC, a backlog refers to applications that exceed the published service standards for processing times. The department’s goal is to process 80% of applications within these standards.
