Home Care Workers Can Learn More About Ways to Get PR in Canada

If you work as a home care worker and want to live in Canada, there’s some good news! The Canadian government has shared new information about ways for home care workers to apply for permanent residence in Canada. This program is called the Home Care Worker Immigration Pilots (HCWP), and it will make it easier to get a job and live in Canada.

What are the Home Care Worker Immigration Pilots (HCWP)?

The HCWP is a new program for foreign workers (from outside Canada) to come to Canada, get a job, and become permanent residents. The program will start on March 31, 2025.

There are two pathways or ways to apply for this program:

  • Workers in Canada stream – This is for people who are already in Canada and want to apply.
  • Applicants not working in Canada stream – This is for people who are outside Canada. This stream will open later in the year.

However, at first, only the Workers in Canada stream will accept applications. The other one will open later.

How to Get Ready for the HCWP

To apply for the HCWP, candidates need to be prepared by:

  • Taking a language test (to show they can understand English or French well enough).
  • Getting their education checked (through a process called an Education Credential Assessment (ECA)).

The Canadian immigration department (IRCC) hasn’t given full details on how the applications will work for people not in Canada yet, but they will share that information later. So, it’s a good idea to check their website for updates.

Who Can Apply for the HCWP?

If you want to apply, you need to meet some basic rules:

  • Work Experience: You need to have worked in a home care job before. This experience can be from either Canada or another country.
  • Job Offer: You need a job offer from certain types of companies. These could include:
  1. Home health care service providers
  2. Direct care agencies
  3. Personal care services in people’s homes

However, you cannot have a job offer from recruitment agencies (the companies that help people find jobs).

Additionally, you don’t need an LMIA (Labour Market Impact Assessment) for the job offer, which usually means that the employer doesn’t have to prove that they couldn’t find a Canadian for the job.

Eligibility Criteria Details
Work experience- Six months of recent, relevant work;

OR

- A credential of at least six months of related home care training.
Language proficiency CLB 4 or higher in English or French.
Job offer Must have a job offer from either

- A private household;

OR

- An organization* that directly hires full-time home care workers to provide short-term or occasional home care.
Education Secondary school diploma.

Special Rules for Workers Without Status and Previous Applicants

Some workers in Canada who don’t have legal status (meaning they’re in Canada without the right papers) can still apply for the HCWP. There are limited spots for this group of people, but they have the chance to apply due to a special rule.

Also, if you applied under the old Home Child Care Provider or Home Support Worker Pilots (programs that closed in June 2024), you can still apply using the old rules if you’ve gained enough work experience. You will need to send proof of your experience to show that you qualify for permanent residence.
