How does IRCC choose sponsors for the Parents and Grandparents Program?
Through the Parents and Grandparents Program (PGP), Immigration, Refugees and Citizenship Canada (IRCC) permits Canadian sponsors—permanent residents and citizens—to sponsor their elderly loved ones annually. Because of its special lottery system, the IRCC’s selection of these sponsors can often be unclear. What is the method of choosing Sponosor for the PGP ?
To select potential sponsors for recent PGP intakes, IRCC randomly chooses from a pool of interest-to-sponsor forms submitted in 2020. An IRCC officer then sends invitation letters to a group of these selected sponsors using a bulk email system. These invitations encourage potential sponsors to submit complete sponsorship and permanent residence applications.For the 2024 intake, IRCC issued 35,700 invitations with the goal of approving 20,500 applications. This higher number of invitations accounts for the possibility that not everyone invited will submit an application.

There are still a lot of people from 2020 waiting to be chosen, so it could take another three years to finish processing them. This is even though new people have been signing up to sponsor their parents and grandparents since 2020.
