How does IRCC choose sponsors for the Parents and Grandparents Program?

Through the Parents and Grandparents Program (PGP), Immigration, Refugees and Citizenship Canada (IRCC) permits Canadian sponsors—permanent residents and citizens—to sponsor their elderly loved ones annually. Because of its special lottery system, the IRCC’s selection of these sponsors can often be unclear. What is the method of choosing Sponosor for the PGP ?

To select potential sponsors for recent PGP intakes, IRCC randomly chooses from a pool of interest-to-sponsor forms submitted in 2020. An IRCC officer then sends invitation letters to a group of these selected sponsors using a bulk email system. These invitations encourage potential sponsors to submit complete sponsorship and permanent residence applications.For the 2024 intake, IRCC issued 35,700 invitations with the goal of approving 20,500 applications. This higher number of invitations accounts for the possibility that not everyone invited will submit an application.

A Glance at 2024 PGP

Since IRCC, who has been responsible for matters dealing with immigration to Canada has been using the same pool of potential sponsors (from 2020 interest-to-sponsor forms) for multiple years, including 2024, specific rules apply to all sponsors selected from this pool. These rules have been in place for previous intakes and may continue to be enforced in the future.

 

Documents for PGP 2024

Sponsors invited to submit a sponsorship application for the 2024 intake were required to include a copy of the same “status in Canada” document that they submitted with their 2020 interest to sponsor form.
If there was any discrepancy between the information provided in the interest to sponsor form and the sponsorship application, the potential sponsor had to provide an explanation for the change and satisfactory evidence demonstrating that the application pertains to the same individual identified on the 2020 form.

Priority of Processing

IRCC handles applications to sponsor parents and grandparents in the order they are received. This means new applications are processed after older ones. This makes sure everyone gets a fair chance and those who have waited the longest are helped first.

For the past four years, IRCC has been using the same group of interested sponsors from 2020. Even though the number of spots for parents and grandparents is increasing, there are still many more people who want to sponsor their family than there are available spots. This has caused long wait times and people are unhappy with how long it takes.

There are still a lot of people from 2020 waiting to be chosen, so it could take another three years to finish processing them. This is even though new people have been signing up to sponsor their parents and grandparents since 2020.
