New Round of Immigration Invitations in Newfoundland and Labrador

Recently, Newfoundland and Labrador held its second round of invitations for people who want to immigrate to the province. This was done through their new Expression of Interest (EOI) system.

New Immigration Process Started in February 2025

To begin with, on February 19, 2025, the province switched to a new EOI process. This applies to both its immigration programs:

  • The Provincial Nominee Program (PNP)
  • The Atlantic Immigration Program (AIP)

Second Invitation Round and Previous Numbers

In this new system, the first round of invitations happened on April 3, where 256 invitations to apply (ITAs) were given out. Now, the second round has just been completed.

Fewer Immigration Spots This Year

However, like many other provinces, Newfoundland and Labrador saw its immigration spaces cut in half in 2025. This meant fewer spots available for new immigrants.

More Immigration Spaces Secured

Despite the cut, the province negotiated with the federal government and successfully got 1,000 extra spaces. Now, Newfoundland and Labrador has a total of 2,525 immigration spots in 2025.

What Is the New EOI System?

The new EOI system adds a new step to the immigration process. Instead of applying directly, people must now:

  1. Create an account on the province’s Immigration Accelerator website.
  2. Submit an Expression of Interest (EOI) online.

EOI Pool and Next Steps

Once submitted, the EOI stays in a pool for 12 months. If someone is selected and receives an Invitation to Apply (ITA), they must:

  • For PNP: Submit their application to the NL Provincial Nominee Program.
  • For AIP: Their employer submits the application on their behalf.

Importantly, people have 60 days to apply after receiving an ITA.

An ITA Is Not a Guarantee

It’s important to understand that getting an ITA does not mean automatic approval. Applicants still need to:

  • Meet all the program requirements.
  • Be eligible to enter and live in Canada.

How the Old System Worked

Before the EOI system was introduced, people could apply directly to immigration programs in the province without this extra step.

Special Requirement

If someone is outside Canada and applying to the AIP or NLPNP, they now need an invite code from their employer. This code must be used when they submit their EOI.

On the other hand, if a person is already in Canada and has valid temporary status, they do not need this invite code.
