Thunder Bay releases list of employers for RCIP PR program
What’s Happening in Thunder Bay?
Thunder Bay, a city in northwestern Ontario, has released a list of approved employers under a special immigration program called the Rural Community Immigration Pilot (RCIP).
What is the RCIP?
The RCIP is a program that helps foreign workers become permanent residents of Canada. However, it’s focused on jobs — so to qualify, you must first have a job offer from an approved (designated) employer in the community.
Who Approves These Employers?
In Thunder Bay, these employers are approved by the Community Economic Development Commission (CEDC). Only employers on this list can hire foreign workers through RCIP.

Who Can Apply for Thunder Bay’s RCIP?
To apply, you need:
- A job offer from a designated employer
- The job must be in a priority occupation listed by Thunder Bay
- You must meet other basic requirements like:
- Work experience
- English or French language skills
- Education
- Enough money to settle in Canada
What Happens After You Get a Job Offer?
Once you have the job offer:
- Your employer must submit an application to the CEDC on your behalf.
- If everything is approved, you’ll get a community recommendation.
- Then, you can apply to the federal government for permanent residency.
What Other Communities Are Involved?
So far, Thunder Bay is the second community to publish its list of approved employers, following Timmins, which is also part of the Francophone Community Immigration Pilot (FCIP).
In total, 14 communities are participating in the RCIP. Others that have already shared their priority job sectors include:

- Timmins
- Brandon
- Sault Ste. Marie
- Thunder Bay
- North Okanagan-Shuswap
- North Bay
