Canada to cut immigration by 20% in 2025
Canada is reducing its targets for admitting permanent and temporary residents. First, in the Immigration Levels Plan released on October 24, the government announced lower targets for permanent residents over the next three years:
- In 2025, the target is 395,000, down from 485,000 in 2024 and 500,000 in the previous plan.
- For 2026, the target will be 380,000, also reduced from 500,000.
- Finally, in 2027, the target is set at 365,000.
While overall immigration is decreasing, the government is increasing the focus on economic immigration. Specifically, the economic immigration target for 2025 has only dropped by 17%, from 281,000 to 232,000. Additionally, over 40% of these economic immigrants are expected to come from temporary residents already living in Canada.
The government has set out the following breakdown of permanent resident admissions for the next three years:

Addressing Housing and Services
Moreover, the plan addresses housing and social service pressures, ensuring long-term economic and social prosperity through immigration. It is designed to manage immigration effectively, which is what Canadians expect.
Population Projections
The plan anticipates a slight population decline of 0.2% in 2025 and 2026, followed by a growth of 0.8% in 2027. This change is due to reduced targets for permanent residents and expected temporary resident departures.
Permanent Resident Targets
Specifically, the permanent resident targets will decrease from 500,000 to 395,000 in 2025, then to 380,000 in 2026, and finally to 365,000 in 2027. Additionally, the plan aims to limit temporary residents to 5% of Canada’s population by the end of 2026. As a result, Canada’s temporary population is expected to decline significantly in the coming years.
Transitioning Temporary Residents
Furthermore, the plan focuses on transitioning more temporary residents—who are already in Canada—to permanent status. These residents are often skilled and educated, which helps the workforce without adding pressure on social services.
Support for Francophone Communities
Finally, the plan also emphasizes the importance of Francophone communities outside Quebec, aiming for 8.5% of permanent resident admissions to be Francophone in 2025, increasing to 10% by 2027. Overall, this plan seeks to ensure newcomers have access to good jobs, affordable housing, and social services to thrive in Canada.
