Three Canadian cities rank among the top 10 most liveable in the world.
The EIU rankings consider factors such as stability (crime, conflict, and terror), healthcare (availability and quality), culture and environment (climate, corruption, social restrictions, recreational options), education (availability and quality), and infrastructure (roads, transit, housing, energy, water, and telecommunications) to provide a comprehensive assessment of different locations.
Canada’s Top Three Cities
Three Canadian cities made the Top 10 with Vancouver outranking both Calgary and Toronto. Vancouver, Calgary, and Toronto all scored a perfect 100 in the healthcare and education categories but the other two lagged in categories. Calgary’s worst score was under the culture category, whereas Toronto fell behind for points in infrastructure.
While all three cities score highly in each category, it is notable that all three received a perfect score of 100 in the categories of healthcare and education, demonstrating the high-quality systems Canada has in place to manage both domains of public life.
Vancouver, British Columbia — Ranked #5 Globally
Vancouver is a popular destination in Canada for newcomers due to its mild climate, being surrounded by natural attractions, and cultural diversity. The city offers various industries, including tech, tourism, construction, and film. Despite its appeal, Vancouver faces challenges with housing affordability, as property prices have surged. This issue affects the city’s infrastructure ranking compared to other places like Calgary, making some newcomers explore more affordable options elsewhere.
- Vancouver is incredibly diverse, with more than 40 percent of the city’s population being first-generation immigrants. This makes it a welcoming place for newcomers.
- As of July 2022, the average rental price of a one-bedroom apartment in downtown Vancouver is $2,260 per month.
- The city proper has a population of about 630,000, but Metro Vancouver has a much larger population—closer to 2.5 million.
Calgary, Alberta — Ranked #7 Globally
While not traditionally thought of as one of Canada’s three big cities for newcomers (Toronto, Vancouver, and Montreal), Calgary has continued to perform exceptionally well in liveability rankings, retaining a top 10 spot from 2022’s report with a score of 96.8.
The city boasted perfect scores in stability (100), healthcare (100), education (100), and infrastructure (100), with a comparatively poor performance in culture and environment (87.3) bringing the total liveability score down. According to these results, Calgary continues to show potential to become Canada’s most liveable city, being the only city ranked in the top 10—apart from #1 Vienna—with four perfect 100 scores in different ranking criteria.
Toronto, Ontario — Ranked #9 Globally
Canada’s most populous city occupies ninth place this year, with an overall liveability score of 96.5. While this is only 0.3 points away from Calgary’s ranking, the breakdown of scores was vastly different.
Toronto scored perfectly on three ranking criteria: education (100), healthcare (100), and stability (100), with a comparatively lower performance in infrastructure (89.3). The city also scored a 94.4 in culture and environment. While the city’s lower ranking in the infrastructure section is understandable in the context of Canada’s wider housing woes, the criteria feature other aspects that can aid in understanding why Calgary and Vancouver (which is the most expensive city for renters in Canada) were not similarly affected.
