What is the effect of Budget 2023 on Canadian immigration?

Every year, Canada presents a budget that outlines the planned expenditure for the upcoming  year, and it has a significant impact on various aspects of life for both Canadians and immigrants. This budget indicates the intended direction of Canada’s programs and policies.

 

Canada is preparing to receive 500,000 new permanent residents by 2025 and has allocated $1.6 billion over six years and an ongoing amount of $315 million to accommodate them. A total of $123.2 million has been budgeted for Francophone immigration as part of Canada’s effort to support the French language.

The funds will be used to help Canadian employers recruit French-speaking overseas workers, as well as to provide additional settlement assistance to these newcomers once they arrive in Canada.

With 1.4 million immigrants expected over the next three years, the administration sees a need for a “safe and efficient” immigration system.

Presently, Canada uses name-based searches rather than biometric techniques to evaluate citizenship candidates.

“Name-based searches are slower and less precise, resulting in longer processing times,” the Budget 2023 document states.

Canada is proposing $10 million over five years, beginning in the fiscal year 2023-2024, with $14.6 million in remaining maintenance for IRCC and the Royal Canadian Mounted Police to use biometrics, which will help accelerate the processing of citizenship applications.

This money will expand on advances to Canada’s immigration system, such as the introduction of online citizenship exams and ceremonies.

Budget 2023 includes a plan to streamline and speed the application process for those wanting to visit Canada as the sector rebounds from the pandemic. Citizens of some countries must obtain a visitor visa to enter Canada, while others must obtain an Electronic Travel Authorization (eTA).

It suggests extending eTA Program eligibility to low-risk, trusted travelers from visa-required nations. This service is currently only available in Brazil.

Budget announcements supporting  Immigration and Express Entry

Budgets in Canada frequently indicate or support upcoming legislative changes.
