Next Express Entry Draw Canada invites 7000 new candidates

On March 23, Canada staged an unexpected Express Entry Draw, inviting an additional 7,000 Express Entry Candidates. This draw evaluated candidates from all Express Entry programs, and the Comprehensive Ranking System (CRS) score cut-off criterion was 484 points.

For an Express Entry draw, 7,000 invitations is a big quantity. The number of ITAs granted in an all-program draw on March 23 is matched with last week’s Draw on March 15.

 

PNP Draws are increasing and how.

Each year, Immigration, Refugees and Citizenship Canada (IRCC) designate a specific number of nominations available for each province and territory participating in the PNP.

This year, the IRCC has provided provinces with multi-year allocations for the first time, although these figures have not been made public and have only been shared at the discretion of the provinces.

 

Canada has set a target to welcome 465,000 new permanent residents in 2023, with 82,880 expected to be admitted through regular Express Entry streams and an additional 105,500 through all Provincial Nominee Program streams, including those aligned with Express Entry.

 

To achieve this record-high immigration target for 2023, IRCC will need to continue inviting Express Entry candidates in their inventory, which could result in a significant number of Express Entry and PNP invitations being issued. New draw numbers will be posted on the relevant page as soon as they are available.

Latest Provincial Nominee Updates – Four Provinces have granted ITAs

Under Provincial Nominee Programs, four provinces have granted ITAs.

This week, Ontario, British Columbia, Alberta, and Prince Edward Island have granted provincial nominations to candidates in the PNP. These programs allow provinces to select economic immigration applicants who are likely to integrate into the local economy and workforce successfully. A provincial nomination enhances a candidate’s permanent residency application. If you are an Express Entry candidate, receiving a provincial nomination will give you an extra 600 Comprehensive Ranking System (CRS) points, making you eligible for an Invitation to Apply (ITA) for permanent residency in a later Express Entry draw.

 

Ontario

Ontario conducted two selection rounds on March 14 for the Ontario Immigrant Nominee Program (OINP) International Student category. The first draw invited 606 individuals working in healthcare and technology occupations, with a minimum score range of 70 or higher. The second draw targeted skilled trades occupations and granted invitations to 300 candidates with a score range of 74 or above.

 

Additionally, Ontario carried out two further targeted draws on March 16, this time for the Express Entry French-Speaking Skilled Workers category. The province issued invitations to 271 candidates in finance, health, and education fields, and 344 in technology and skilled trades. The first draw for this category had a CRS score range of 294-489, while the second had a CRS range of 400-489.

Alberta

On March 9, Alberta conducted an Express Entry selection round for applicants in the Alberta Advantage Immigration Program (AAIP). The results were published on March 14. The selection round resulted in 134 candidates receiving invitations, with a minimum CRS score of 301 as an Express Entry candidate. The AAIP emphasizes that certain factors can increase the chances of obtaining notification of interest, such as having a job offer from an employer in Alberta, being a graduate of a Canadian post-secondary institution, having a permanent resident or Canadian citizen family member (parent, child, brother, or sister) residing in Alberta, or being a first-language French speaker.

 

British Colombia 

In the weekly draw held on March 14, British Columbia issued invitations to over 230 candidates. The largest selection round was a targeted tech draw, which granted invitations to 197 individuals from the International Skilled Worker and International Graduate streams, including Express Entry candidates. These applicants were required to have a minimum SIRS score of 83.

The province also invited candidates working in the following occupations.

  • 23 early childhood educators and assistants (NOC 4214) with scores of at least 60 points;
  • 10 healthcare workers from the Skilled Worker, International Graduate, including Express Entry category, with scores of at least 60 points and;
  • Other priority occupations with scores of at least 60.

 

Prince Edward Island 

Prince Edward Island extended invitations to 144 candidates for provincial nomination. Of those, 138 were applicants from the Labour and Express Entry stream. In addition, six invitations were granted to candidates in the Business Work Permit Entrepreneur category, who needed to meet a minimum point threshold of 52. The PEI PNP normally holds draws once a month.

 

How to apply for a PNP Program

To apply for the PNP, an applicant must first express interest in the program by submitting an Expression of Interest (EOI) to the province or territory of their choice. The EOI will typically include information such as the applicant’s education, work experience, language skills, and other factors that may contribute to their eligibility for the PNP.

 

If the province or territory is interested in the applicant, they may invite the applicant to submit a complete application for provincial nomination. Once the applicant receives a provincial nomination, they can use it to apply for permanent residence with Immigration, Refugees, and Citizenship Canada (IRCC).

Sean Fraser, Canada’s Immigration Minister, has issued an important statement regarding Post-Graduation Work Permit (PGWP) holders. During this moment of economic recovery and expansion, employers are confronting unprecedented hurdles in finding and maintaining the personnel they require.

Anyone whose Post-Graduation Work Permit (PGWP) is expiring in 2023 will be eligible to apply for an extension of their Open Work Permit. Moreover, those who applied for IRCC’s Open Work Permit extension last year and whose PGWP expired in 2022 will also be eligible for the extension. Starting from April 6th, interested individuals can submit their application for the extension through the Immigration, Refugees, and Citizenship Canada (IRCC) website. Upon successful application, the applicants will receive an email with an interim work permit authorization that can be presented to their employers as proof of legal employment in Canada.

Is it possible to extend your PGWP for Canada?

The extension of the Open Work Permit will allow individuals with a PGWP to stay in Canada for an extended period, gaining further job experience and continuing to contribute to the Canadian economy. Big news broke in early March when The Canadian Border Security Agency (CBSA) issued deportation notices to over 7000 Indian students whose admissions offer letters to the educational institutes were found fake.

As per multiple news sources, a group of students created counterfeit admission offer letters in order to obtain entry into Canada for educational purposes. The situation was brought to the attention of the Canadian Border Security Agency (CBSA) during an investigation into the student’s permanent residency applications following the completion of their studies.

According to reports from various media outlets, about 700 students had requested study visas through Education Migration Services in Jalandhar. The owner of the visa service agency, charged students approximately ₹16 lakh to cover their expenses in Canada, including admission fees and other related costs. However, airfare and security deposits were not included in his amount. Students who used this Immigration consultancy services and  applied for Study Visa  in Canada during the 2018-19 academic year came in the eyes of Canadian authorities and were rechecked and confronted.

Now this doesn’t stop here, the agent had  charged each student between Rs 16 to 20 lakhs to cover expenses such as admission fees and other related costs.

When Indian students applied for permanent residency, they presented their “Admission Offer Letter.” However, it was discovered that the letters, which were also used to obtain their visas, were fraudulent. Following the exposure of the fraud, CBSA issued deportation notices to the students.

Today in the Blog I am going to let you know about an important aspect which is how can you stay in Canada as a CEC candidate while your PGWP is getting expired and what to do next in it.

So from the recent news Canadian Experience Class (CEC) candidates in the Express Entry pool have not been asked to apply for permanent residence since the previous all-program draw on January 18, nearly two months ago.

Following that, Draws have been limited to candidates in the Provincial Nominee Program (PNP) and the Federal Skilled Worker Program (FSWP), causing concern for many post-graduate work permit (PGWP) holders in the CEC as their permits approach their expiry dates.

Express Entry draw patterns have been inconsistent when compared to all drawings held between July and November 2022. During that time period, Express Entry drawings were all-program, which meant that any candidate in the Express Entry application management system who had at least the minimum Comprehensive Ranking System (CRS) score was eligible to get an invitation to apply (ITA).

What are the changes in the recent Express Entry draw for Canada?

The way Express Entry draws have been conducted has not been consistent recently. From July to November 2022, all candidates in the Express Entry system who had a certain minimum Comprehensive Ranking System (CRS) score were eligible to receive an invitation to apply (ITA). This is known as an “all-program” draw. However, draws since then have been limited to certain programs, which is different from the earlier draws.

How to maintain a status as a PGWP holder waiting for a CEC draw

If you apply for a new work or study permit before your post-graduate work permit (PGWP) expires, you can continue living and working in Canada as a temporary resident while your new application is being processed and you wait for the next CEC draw. However, if you do not apply for a new permit and your PGWP expires, you will have to stop working and leave Canada. There are different types of temporary permits you can apply for, depending on your situation and budget.

Work permits in Canada that require LMIA.

If you currently have a post-graduate work permit (PGWP) and are employed, it may be possible for you to switch to a different type of work permit that requires a Labour Market Impact Assessment (LMIA). This means that your employer will need to apply to Employment and Social Development Canada (ESDC) to determine if hiring you will have a positive, neutral, or negative impact on the Canadian workforce. If the outcome is positive or neutral, you can continue working for your current employer, but you won’t be allowed to work for any other employer until your permit expires or you obtain permanent residency.

 

There are some programs, like the Global Talent Stream, that exempt employers in certain tech occupations from the usual advertising requirements needed for an LMIA. Processing times for LMIAs under this program can be as short as two weeks. Normally, LMIA advertising requirements oblige employers to advertise all job vacancies across the Canadian job market for at least four weeks.

Work permits that are exempt from LMIA requirements, or those issued under the International Mobility Program, usually fall into the categories of significant benefit or reciprocal employment. Reciprocal employment takes place when Canada has an agreement with another country, such as the Canada-United States-Mexico Agreement (CUSMA), which permits certain workers to work in Canada or cross the borders for work, or work in Canada under an intra-company transfer (ICT) agreement.

For Study Visa

As a post-graduate work permit (PGWP) holder, you might have already known that you can work in Canada if you are enrolled in a post-secondary institution designated by the government. If you are a full-time student, you are eligible to work for 20 hours per week off-campus during the academic year and full-time during scheduled academic breaks. However, the recent announcement about the temporary lifting of the limit on hours students can work only applies to those who have submitted their application for a study permit or extension on or before October 7, 2022.

The immigration ministers of Canada delivered an update on the country’s key priorities.
The Forum of Immigration Ministers recently explored ways to achieve shared aims. In their last meeting, the ministers aimed to maximize the effectiveness of the immigration system to meet economic and regional needs, including increasing provincial/territorial (PT) involvement in the selection process.

Proposal for a Multi-Year Provincial Nominee Program and an Atlantic Immigration Program

Significantly, the ministers approved the first multi-year Provincial Nominee Program (PNP) and Atlantic Immigration Program (AIP) plan. This strategy will help provinces and territories plan ahead of time for immigration admissions and settlement. Arlene Dunn, the minister responsible for immigration in New Brunswick, stated on behalf of the provinces and territories that governments and territories are best placed to pick economic immigrants. Minister Dunn stated that expanding the PNP, AIP, and Rural and Northern Immigration Pilot will assist in reducing the IRCC backlog and improve processing times so clients can be better served and their needs met. The strategy calls for a 44% increase in PNP allocations in 2023.

 

Immigration jurisdiction is shared

The Provincial Nominee Program is a major component of this shared obligation (PNP). With the exception of Quebec and Nunavut, each province has its own PNP via which candidates for permanent residency (PR) can indicate a preference to work and live in a specific province. Canada has made it possible for individuals who hold a Visitor visa to have the opportunity to work and potentially become permanent residents, this is a major change when it comes to Visitor visa holders to work in Canada in 2023 as the Canadian government has recently on 28th February 2023  announced a new update regarding work permits for foreign visitors who are currently residing in Canada. This temporary policy has been extended for an additional two years, allowing visitors to continue applying for work permits while on a Visitors Visa.

This policy was first introduced in 2020 in response to the COVID-19 pandemic, which had caused disruptions in international travel and prevented many foreign visitors from returning to their home countries. There were various temporary policies aimed to address this issue by allowing eligible visitors who were already in Canada to easily apply for work permits without having to leave the country.

Under this policy, visitors who meet certain eligibility criteria, such as holding a valid visitor status or having applied for an extension of their visitor status, may be able to apply for a work permit from within Canada.
