New Canada Rules Coming Into Effect in August 2026

Eligible students may receive:

• Up to $4,200 for full-time studies.
• Up to $2,520 for part-time studies.
• $2,800 annually for students with disabilities.
• Extra financial support for students who have dependants.
• Federal student loans of up to $300 per week.

However, eligibility still depends on your family’s income and size. Students with lower family incomes will receive the highest grant amounts, while grants gradually decrease as income increases.

New Limits for Students Studying at For-Profit Colleges

In addition to higher grants, Canada has also changed which schools qualify for federal student grants.

Starting August 1, 2026, most students attending private, for-profit colleges will no longer be eligible for the Canada Student Grant for Full-Time Students. Instead, the grant will mainly be available to students studying at public institutions and private not-for-profit colleges.

Are there any exceptions?

Yes. Students enrolled in certain high-demand programs may still qualify. These include:

• Nursing
• Dental Hygiene
• Early Childhood Education
• Paramedicine

Additionally, the government has increased the overall Canada Student Loan limit from $34 billion to $40 billion, ensuring continued access to student loans as demand grows.

Canada Launches a Foreign Influence Registry

Next, Canada is introducing a new Foreign Influence Transparency Registry on August 4, 2026.

The purpose of this registry is to improve transparency whenever individuals or organizations work on behalf of a foreign government or foreign organization to influence Canadian political or government decisions.

Who needs to register?

Registration is required if all of these conditions apply:

• The arrangement involves a foreign principal.
• The goal is to influence a Canadian government or political process.
• Activities include contacting officials, sharing information, or providing financial or other support.

Those who fail to register or provide accurate information may face investigations, financial penalties, or even criminal enforcement in serious cases.

New Certification Rules for Pet Food Imported from Mexico

Another important update affects businesses that import pet food into Canada.

Beginning August 22, 2026, pet food imported from Mexico must meet new certification requirements before entering Canada.

Which products are included?

The updated rules apply to products such as:

• Dry pet food (kibble)
• Canned pet food
• Pet treats
• Jerky products
• Pet chews

Until August 22, importers can use either the old or new certificates. After that date, only the updated certification will be accepted.

However, the new rules do not apply to pet supplements, rawhide-only chews, or plant-based pet foods.

Higher Education Reimbursement for Primary Reserve Members

In addition to changes for students, Canada is also increasing education support for members of the Primary Reserve.

Starting with academic years that begin on or after August 1, 2026, eligible reservists can receive higher reimbursement for their education expenses.

What support is available?

Eligible members can receive:

• Up to 75% of eligible education expenses.
• A maximum of $7,500 per academic year.
• Up to $30,000 over their entire Primary Reserve service.

Covered expenses may include tuition fees, enrollment charges, required textbooks, examination fees, lab fees, and other mandatory educational costs.

Bird Hunting Permits Go Digital

Finally, Canada is making it easier for hunters to obtain migratory bird hunting permits.

From August 1, 2026, the electronic Migratory Game Bird Hunting Permit is available through a new online platform managed by Environment and Climate Change Canada.

What’s new?

The new system allows hunters to:

• Apply for permits online at any time.
• Download or print their permits.
• Store permits electronically.
• Purchase multiple permits in one transaction.
• View previous orders through an online dashboard.

Another important change is that permits no longer require a signature to be valid. While physical permits will still be available for now, Canada plans to gradually phase them out in the coming years.
