The Provincial Nominee Program (PNP) allows workers with the skills, education, and work experience needed by a specific province or territory to apply for permanent residence in Canada.

Each province and territory has its own streams, targeting groups like students, business people, skilled workers, and semi-skilled workers.

The application process varies depending on the stream, with options including the Express Entry process or a non-Express Entry process. To apply, check your eligibility, get a nomination from your chosen province or territory, and, if nominated, apply for permanent residence through the appropriate portal. Under the OINP’s Expression of Interest Streams

To apply for the Ontario Immigrant Nominee Program (OINP), you must first register in the Expression of Interest (EOI) system and receive an invitation. The EOI system manages applications for the following streams: Employer Job Offer (Foreign Worker, International Student, In-Demand Skills), Masters Graduate, and PhD Graduate streams.

 

Under the Federal Express Entry Streams

For the Express Entry streams, you must register in the Express Entry system and receive a notification of interest from the OINP before applying. This system includes the French-Speaking Skilled Worker, Human Capital Priorities, and Skilled Trades streams. Ensure your profile is up-to-date with work experience, language tests, and education.

The primary goals of the OINP are to address skill gaps in specific sectors, facilitate investment opportunities in Ontario, and ensure that newcomers are able to settle and integrate smoothly into the province.

The OINP includes the following categories:

1. Human Capital Category: Targets skilled workers with specific skills and experience needed in Ontario.
2. Masters or PhD Category: Focuses on international graduates with a master’s or doctoral degree from an Ontario institution.
3. Employer Job Offer Category: For individuals who have a valid job offer from an Ontario employer.
4. Business Category: Aimed at entrepreneurs who want to invest in or start a business in Ontario.

  • Must have enough money to support yourself and your family.
  • Must intend to live in Ontario
  • Must have valid Express Entry profile.
  • Must have at least one year of full-time paid work experience.
  • Must have a bachelor’s, masters or PhD degree.
  • Language requirement: CLB level 7 or higher (English or French)
  • Must have valid Express Entry profile
  • Must have at least one year of full-time paid work experience
  • Must have a bachelor’s, masters or PhD degree
  • Language requirement: CLB level 7 or higher (French).
  • Foreign Worker Stream: Designed for skilled workers from abroad.
  • International Students Stream: Targeted at recent graduates from Ontario post-secondary institutions.
  • In-Demand Skills Stream: Focused on intermediate-skilled workers in specific sectors, including agriculture, construction, trucking, and personal support.

CAD $1,500 if the job offer is outside the Greater Toronto Area.

CAD $2,000 if the job offer is within the Greater Toronto Area (City of Toronto, Durham, Halton, York and Peel regions)

The application fee for the Business Category stream is CAD $3,500.

Ontario’s Human Capital Category does not necessitate having a job offer. It encompasses the following streams:

  • Human Capital Priorities Stream
  • French-Speaking Skilled Worker Stream
  • Skilled Trades Stream
  • Master’s Graduate Stream
  • PhD Graduate Stream

In contrast, the Employer Job Offer Category is intended for candidates who possess a qualifying job offer from an Ontario employer willing to nominate them.

The processing times for the OINP categories are as follows:

  • Human Capital Category: 30-60 days
  • Employer Job Offer Category: 60-90 days, except for the International Student stream, which takes 90-120 days
  • Business Category: The Expression of Interest (EOI) is processed in under 30 days, but the processing time for the application varies depending on its complexity.

After submitting an expression of interest, there is no need to reach out to the program. The OINP will select candidates from the pool through draws and extend invitations to those with the highest scores. Draw dates are not announced in advance. The OINP publishes the search criteria and results of each round of invitations on its website. Invitations are issued according to these published parameters and results, and there is no guarantee of receiving an invitation, as the outcome of each draw cannot be assured.

No, you cannot apply for PR without IELTS.

But, you can also submit other language test results. These are:

  • CELPIP
  • TCF
  • TEF
