Introduction

If you’re planning to bring your family to Quebec, here’s some good news. Starting July 2, 2026, Quebec will once again accept new family sponsorship applications. However, the province has set a limit on how many applications it will receive over the next two years.

How Many Applications Can You Submit?

Quebec will accept up to 15,700 family sponsorship applications over the next two years.

The province has divided the limit into two categories:

  • 13,300 applications for spouses and partners.
  • 2,400 applications for parents and grandparents.

If applicants submit more applications after the limit is reached, Quebec will return those applications and refund the application fees.

Good News for Adult Dependent Children

The province has introduced an important change this year.

Previously, Quebec counted sponsorship applications for dependent children aged 18 or older within the overall limit. Now, the province has removed those applications from the cap.

As a result, eligible adult dependent children no longer affect the available application spaces.

Who Doesn’t Need to Worry About the Cap?

The application limit does not apply to:

  • Eligible dependent children.
  • Orphaned minor children.
  • Children being adopted.
  • Dependents added to an existing sponsorship application.

Applicants in these categories can continue applying regardless of the cap.

Who Qualifies as a Dependent Child?

For family sponsorship, Quebec considers a child dependent if they:

  • Are under 22 years old.
  • Are not married or living in a common-law relationship.

A child who is 22 or older may also qualify if a physical or mental condition has made them financially dependent since before they turned 22.

Who Can You Sponsor as a Spouse?

You can sponsor:

  • Your legally married spouse.
  • Your common-law partner.
  • Your conjugal partner.

Each relationship must meet Canada’s immigration requirements.

Why Did Quebec Introduce an Application Cap?

Quebec introduced the sponsorship cap in June 2024 to better manage the growing number of family sponsorship applications.

Demand quickly exceeded expectations.

Applicants filled the spouse and adult dependent child quota by July 9, 2025, while the parent and grandparent quota reached its limit by July 22, 2025.

Because of this strong demand, Quebec has reopened the program with a new two-year intake period.

Quebec Will Process Older Applications First

When the new intake begins, Quebec’s immigration department plans to review older applications before moving on to newer ones.

Therefore, applicants who have been waiting longer may receive attention first.

Quebec Follows a Different Sponsorship Process

Unlike other Canadian provinces, Quebec requires an extra step.

Before the sponsored family member applies for permanent residence, they must first receive a Quebec Selection Certificate (CSQ) from Quebec’s immigration department.

After receiving the CSQ, they can continue with the permanent residence process.

Final Thoughts

Quebec’s decision to reopen family sponsorship applications gives many families another opportunity to reunite.

However, because application spaces are limited and previous intakes filled quickly, eligible applicants should prepare their documents early and submit their applications as soon as the intake opens on July 2, 2026.
