No More Field of Study Restrictions for College Bachelor’s Graduates
Starting March 2025, college graduates with bachelor’s degrees no longer need to meet field of study requirements to qualify for a Post-Graduation Work Permit (PGWP). Earlier, only university bachelor’s graduates enjoyed this exemption. College graduates had to prove their studies matched labor market shortages.

What Changed in 2024 for College Graduates?
Previously, international students who graduated from college bachelor’s programs and applied for their first study permit after November 1, 2024, had to meet field-specific requirements.
They needed to show that their program aligned with labor shortages in Canada. As of March 2025, authorities removed this condition for college bachelor’s degree holders.
Who Still Needs to Meet Field of Study Requirements?
Although college bachelor’s graduates are now exempt, some students must still meet field-of-study rules. This includes:
- Graduates of non-degree programs
- Graduates of diploma or certificate programs
- Graduates of non-bachelor university programs
These applicants must meet both language proficiency and field-of-study criteria to qualify for a PGWP.

From November 1, 2024, all PGWP applicants must meet new language proficiency standards. This rule applies to graduates from universities, colleges, and non-degree programs.

IRCC introduced field-of-study requirements to manage the number of newcomers entering Canada. Housing shortages and affordability pressures played a major role.
The policy also aimed to support key economic sectors, including healthcare, education, agriculture, STEM, skilled trades, and transportation.
