Canada Introduces a New PR Pathway

Canada PR Pathways are expanding as the government introduces a new opportunity for temporary workers. Recently, Lena Metlege Diab, Canada’s Immigration Minister, revealed that Canada has quietly started a new Temporary Resident to Permanent Resident (TR to PR) program. Through this program, Canada plans to grant permanent residence to 33,000 temporary foreign workers. However, the government has not yet shared full details about the application process, which has created some confusion among potential applicants.

Program Has Started, but Details Are Limited

According to the minister, the government has “soft-launched” the program.

In other words, the program has already started. However, officials have not yet released clear information about how to apply or how many applications they have processed so far.

Therefore, applicants may need to wait for further announcements, which the government is expected to release in April.

Why Canada Is Introducing This Program

Meanwhile, Canada is facing a major immigration challenge.

Government data shows that more than 2.1 million temporary residents lost their status in 2025. In addition, nearly 2 million more may lose their status in 2026.

  • Provincial Nominee Program

Because the number of spots is limited, experts warn that the program could fill up very quickly. In fact, a similar program launched in 2021 reached its full capacity on the same day.

Although the government has not released the final eligibility criteria yet, officials have already indicated some possible requirements.

Instead of bringing large numbers of new temporary residents, the government now prefers to grant PR to people who already live and work in Canada.

For example, more than half of the permanent residents admitted last year already lived in Canada on temporary permits.

First, the government wants to reduce the number of temporary residents.
Second, it plans to keep permanent resident admissions stable.
Third, it aims to increase the number of French-speaking immigrants outside Quebec.
Finally, the government wants to attract international talent to support economic growth.

At the same time, Canada plans to reduce the non-permanent resident population to under 5% by 2027.

What Temporary Workers Should Do Now

For now, temporary workers should start preparing early.

Experts recommend gathering important documents such as:

  • Employment records
  • Tax documents
  • Language test results
  • Education certificates
  • Proof of community involvement

Additionally, workers with expiring permits should apply for extensions as soon as possible. Otherwise, losing legal status could make them ineligible for PR programs.

Finally, the government is expected to release complete details about the program in April.

Until then, candidates should closely monitor announcements from Immigration, Refugees and Citizenship Canada.
