Ontario Opens New Workforce Priority Stream (OWPS)
A New Pathway to Permanent Residence
Ontario has officially launched a new immigration pathway called the Ontario Workforce Priority Stream (OWPS). As of August 4, 2026, the Ontario Immigrant Nominee Program (OINP) can now consider eligible foreign workers for provincial nomination.
Ontario Opens a New PR Pathway
Ontario has introduced the Ontario Workforce Priority Stream (OWPS) to help eligible foreign nationals move closer to Canadian permanent residence. Through this new stream, Ontario can nominate qualified applicants who meet the program requirements.
Therefore, if you meet the eligibility criteria, this pathway could become your next step toward permanent residence.
How Can You Apply?
First, you must create an Expression of Interest (EOI) through Ontario’s e-Filing Portal.
Next, you must link your EOI to a valid job offer from an eligible Ontario employer. The employer must create this job offer through the OINP Employer Portal.
As a result, both you and your employer must complete your respective steps before Ontario can consider your application.
Three Pathways Under the OWPS
Ontario has divided the Workforce Priority Stream into three categories:
- Higher-Skilled Workers – For professionals working in skilled occupations.
- Lower-Skilled Workers – For workers in occupations that require lower skill levels.
- Self-Employed Physicians – For doctors who practise in Ontario and can bill Ontario’s public healthcare system (OHIP).
However, self-employed physicians must first submit a webform before creating and registering their Expression of Interest.
Why Is This Launch Important?
Ontario introduced the OWPS on June 26, 2026. However, applicants could not register because the province had not opened the online portal.
Now, Ontario has opened the portal, allowing eligible foreign nationals to register and enter the selection pool.
How Does the Selection Process Work?
After you submit your Expression of Interest, Ontario places your profile into a pool of eligible candidates.
Then, the Ontario Immigrant Nominee Program (OINP) reviews the pool and selects candidates based on its labour market needs. Selected candidates receive invitations to submit a complete provincial nomination application.
However, submitting an Expression of Interest does not guarantee an invitation.
How Long Does an EOI Stay Valid?
Your Expression of Interest remains valid for 12 months.
If Ontario does not invite you within that period, you must register a new Expression of Interest to stay in the selection pool.
How Does Ontario Rank Candidates?
The OINP ranks candidates using a points-based scoring system.
Generally, applicants with stronger profiles receive higher scores. Consequently, they may have a better chance of receiving an invitation during future draws.
What Happens After Receiving an Invitation?
Once Ontario invites you to apply, you have 17 calendar days to submit your complete application.
Meanwhile, your employer must apply for approval of the employment position within 14 calendar days of the invitation.
Therefore, both you and your employer must complete your applications within the required deadlines.
What Are the Benefits of Receiving a Provincial Nomination?
If Ontario approves your application, you will receive a provincial nomination.
In addition, job offer nominees receive a provincial support letter. You can use this letter to apply for a Canadian work permit while the federal government processes your permanent residence application.
Furthermore, candidates under the Higher-Skilled Worker stream and the Self-Employed Physician stream can apply through the Enhanced Provincial Nominee Program (Express Entry). As a result, they may receive faster permanent residence processing.
Why Did Ontario Launch the OWPS?
Ontario closed all of its previous immigration streams on May 30, 2026.
After that, many applicants waited for replacement programs. Now, Ontario has launched the OWPS as the first stream under its new immigration system.
More Immigration Streams Are Coming
Ontario also plans to introduce three additional immigration streams:
- Priority Healthcare Worker Stream
- Entrepreneur Stream
- Exceptional Talent Stream
In particular, the Exceptional Talent Stream will target individuals who have achieved outstanding success in areas such as:
- Academia
- Innovation
- Science and Technology
- Arts
However, Ontario has not yet announced the eligibility requirements or launch dates for these upcoming streams.
What Happens to Existing OINP Applications?
If you applied under one of Ontario’s previous immigration streams before they closed, you do not need to submit a new application.
Instead, Ontario will assess your application using the rules and eligibility criteria that applied when you originally submitted it.
