Ontario Draw Focuses on Admin and Business Roles

On August 15, 2019, the Ontario Immigrant Nominee Program (OINP) conducted a targeted draw under Ontario’s Express Entry Human Capital Priorities Stream.
As part of this draw, Ontario issued targeted Notifications of Interest (NOIs) to eligible Express Entry candidates.

Importantly, this stream does not require a job offer. Instead, candidates only need relevant work experience, an active Express Entry profile, and a competitive CRS score to receive an Ontario NOI.

NOC Codes Targeted in the Draw

In this draw, Ontario specifically focused on administrative, business, finance, and healthcare roles. As a result, candidates with experience in the following 10 NOC codes were targeted:

  • 0114 – Other administrative services managers
  • 0601 – Corporate sales managers
  • 1122 – Professional occupations in business management consulting
  • 0124 – Advertising, marketing, and public relations managers
  • 0621 – Retail and wholesale trade managers
  • 1111 – Financial auditors and accountants
  • 3012 – Registered nurses and registered psychiatric nurses
  • 0111 – Financial managers
  • 1114 – Other financial officers
  • 0651 – Managers in customer and personal services, n.e.c.

Eligibility Requirements

To qualify for a provincial nomination, applicants must clearly demonstrate work experience in at least one of the listed NOC codes. Otherwise, Ontario may refuse the application.

Therefore, applicants should carefully match their job duties, employment letters, and experience to the selected NOC before submitting their profile.

Why This Draw Matters

Through targeted draws like this, Ontario directly addresses labour shortages in key sectors. At the same time, the province gives skilled professionals a faster pathway to permanent residence without requiring a job offer. Consequently, this stream remains highly attractive for overseas and in-Canada candidates alike.
