EXCHANGE PROGRAM: Work in Canada for Luxembourg Residents

The Government of Canada has signed a bilateral youth mobility agreement with Luxembourg to promote international travel and work opportunities. As a result, young Canadians and Luxembourgers can live and work in each other’s country for up to 12 months while gaining valuable global experience.
This agreement operates under the International Experience Canada (IEC) program, which focuses on cultural exchange and career development.
IEC Categories Available for Luxembourgers
Luxembourg citizens can apply under one of the following three IEC categories:
Working Holiday
This category provides an open work permit. As a result, applicants can work for almost any employer in Canada. However, they must show proof of sufficient funds to support themselves.
International Co-op (Internship)
This option suits students who need a work placement related to their studies. Applicants receive an employer-specific work permit tied to their internship role.
Young Professionals
This category targets graduates and young workers. It offers an employer-specific work permit that helps applicants gain experience in their chosen field.
Why IEC Matters
According to the Government of Canada, more than 200,000 Canadians have taken part in the IEC program. Many participants return home with improved career prospects and meaningful international exposure. Similarly, Luxembourg youth benefit from professional growth and cultural immersion in Canada.
Eligibility Requirements
Applicants can apply for the IEC program if they meet the following conditions:
- Their country of citizenship has a bilateral IEC agreement with Canada
- They meet age and category-specific requirements
- They may use a Recognized Organization to help plan their stay
IEC Application Process
The IEC process is straightforward and time-sensitive:
- Create a free online IEC profile
- Submit the profile to the IEC pool
- Receive an Invitation to Apply, if selected
- Respond within 10 days
- Submit the work permit application within 20 days after accepting the invitation
Because spots are limited, early preparation is important.
Employment and Labour Law in Canada
All foreign workers in Canada must follow local employment and labour standards. Wages depend on the province or territory where the applicant works.
In the case of internships, provincial or territorial labour laws decide whether the position must be paid.
