New Programs for Caregivers to Get Permanent Residency in Canada

Interim Caregivers Program – Extended

The Government of Canada has recognized the challenges faced by caregivers working in Canada without a clear pathway to permanent residence. As a result, it introduced temporary and long-term solutions to support this workforce.

Interim Caregivers Pathway (Reopened)

The Interim Caregivers Pathway, which initially accepted applications from March 4 to June 4, 2019, reopened for another three months starting July 8, 2019.

To qualify, applicants must meet the following requirements:

  • First, applicants must meet a minimum language level of CLB 5 in English or French.
  • Second, they must have at least 12 months of Canadian work experience in a relevant NOC occupation.
  • Finally, applicants must hold a Canadian high school diploma or a foreign credential supported by an ECA.

New Caregiver Programs Effective July 18, 2019

On June 18, 2019, Canada launched two new caregiver pilot programs. These pilots replaced the earlier Caring for Children and Caring for People with High Medical Needs programs.

The new pilots are:

  • Home Child Care Provider Pilot
  • Home Support Worker Pilot

Both pilots run for five years and aim to grant permanent residence to eligible caregivers and their family members. Additionally, successful applicants receive a work permit that allows them to work in Canada while completing eligibility requirements.

To apply, caregivers must have a valid job offer in Canada and meet all program conditions.

Qualifying Work Experience

If You Have 24 Months of Experience

Applicants with two years of qualifying work experience may apply directly for permanent residence. Eligible experience must fall under:

  • NOC 4411 – Home Child Care Provider
  • NOC 4412 – Home Support Worker

If You Have No Work Experience

Applicants without Canadian experience can still apply. They may submit a combined application for a work permit and permanent residence. Once approved, they receive an occupation-specific open work permit. This permit allows them to work for any eligible employer, unlike previous employer-restricted permits. After completing 24 months of qualifying experience, they can obtain permanent residence.

If You Have Less Than 24 Months of Experience

Applicants with partial experience may also apply. They can submit a work permit and permanent residence application together. Once they complete the required work experience and submit proof, IRCC will finalize their PR application.

Non-Qualifying Work Experience

Certain types of experience do not count toward eligibility:

  • Experience as a foster parent does not qualify under NOC 4411.
  • Experience as a housekeeper does not qualify under NOC 4412.
