IRCC Extends Open Work Permits for Provincial Nominee Candidates
Immigration, Refugees and Citizenship Canada (Immigration, Refugees and Citizenship Canada) has introduced a new public policy that allows provincial nominee candidates to apply for open work permits (OWPs) valid for up to two years. As a result, eligible foreign nationals working in Canada can benefit from greater job flexibility. Overall, this temporary measure supports workers while they transition toward permanent residence.
Who Can Apply for an Open Work Permit (OWP)?
To begin with, applicants must meet the following requirements:
- A valid profile in a provincial or territorial Expression of Interest (EOI) pool
- A support letter from the province or territory where they are working
In addition, applicants must fall under one of the following situations:
- Situation 1: You currently hold a valid work permit.
- Situation 2: Your work permit expired after May 7, 2024, and you have already applied for an extension or restoration.
- Situation 3: You maintained legal status with a pending work permit extension application.
Which Provinces Have Signed On to This Policy?
At present, three provinces have joined this initiative:
- Alberta – Alberta Advantage Immigration Program
- Manitoba – Manitoba Provincial Nominee Program
- Yukon – Yukon Nominee Program
Importantly, more provinces may choose to participate in the future.
How to Apply for an Open Work Permit
To apply successfully, follow these steps carefully:
Step 1: Gather Required Documents
First, prepare the necessary documents, including:
- A valid passport and letter of employment
- A support letter from your province or territory
- A copy of your current work permit, if applicable
Step 2: Create or Sign In to Your IRCC Account
Next, log in to your IRCC account. This account allows you to submit your application and complete payments.
Step 3: Follow the Instruction Guide
Then, carefully review the instruction guide. This ensures your application is completed correctly and avoids delays.
Step 4: Pay the Required Fees
After that, pay the applicable processing fees for your work permit application.
Step 5: Upload Supporting Documents
Finally, upload all required documents, including your provincial support letter, passport, and employment details.

| Language proficiency | CLB 4 or higher in English or French. |
| Job offer | Must have a job offer from either - A private household; OR - An organization* that directly hires full-time home care workers to provide short-term or occasional home care. |
| Education | Secondary school diploma. |
Exemptions Under This Policy
Notably, applicants under Situation 2 may benefit from special exemptions. In these cases, you may not need to apply for status restoration within 90 days. Additionally, you may not be penalized for unauthorized work during the eligible period.
Why This Policy Was Introduced
This public policy was introduced to better manage Canada’s temporary resident population. At the same time, it supports foreign nationals who are actively transitioning to permanent residency through Provincial Nominee Programs (PNPs).
Benefits of an Open Work Permit (OWP)
Most importantly, open work permits offer flexibility. They allow you to work for any employer, in any occupation, across Canada. Unlike employer-specific (closed) work permits, OWPs are not tied to a single job. As a result, workers gain greater stability and freedom while awaiting permanent residence.
