Canada & Ontario Support Program for Workers Affected by Tariffs
Changes in Global Trade
First of all, the global trade system is changing quickly. Because of this, many industries and businesses are facing uncertainty.
As a result, some workers may lose jobs or experience reduced work due to tariffs (taxes on imported/exported goods) and global market changes.
Therefore, the governments of Canada and Ontario have decided to take action to protect workers and local economies.
New Support Program Announced
To help affected workers, both governments have launched a new initiative called:
Canada–Ontario Workforce Tariff Response
This program is designed to help workers:
- adapt to industry changes
- learn new skills
- retrain for new jobs
In other words, the goal is to ensure workers can still find good employment even if their industry changes.
Funding for the Program
Specifically, the government will invest:
$228.8 million over 3 years
This funding will support approximately 27,000 workers in Ontario.
The money will mainly help workers in industries that are heavily affected by tariffs, such as:
- softwood lumber
- steel
- automotive manufacturing
- other related industries
How Workers Will Be Supported
Next, the program will provide different types of support through training programs and employment services.
Workers can receive help if they are:
1. Unemployed Workers
People who lost their jobs can get training for new high-demand jobs.
2. Workers in Work-Sharing Programs
Some companies reduce work hours instead of laying people off.
During this time, employees can learn new skills or retrain.
3. Currently Employed Workers
Even workers who still have jobs can upgrade their skills so they can stay competitive if their industry changes.
This is especially useful in communities where one major industry provides most jobs.
Benefits for Employers
At the same time, this program will also help businesses.
For example, employers will be able to:
- keep experienced workers
- train their staff
- manage economic uncertainty better
As a result, companies can remain competitive in global markets.
Focus on Future Industries
Additionally, the training will help workers move into growing industries, such as:
- healthcare
- skilled trades
- clean energy
- natural resources
These sectors are expected to create many new jobs in the future.
How the Program Will Be Delivered
The support will be provided through Ontario’s existing training and employment services, including:
- Employment Ontario programs
- Skills Advance Ontario (SAO)
- other government employment services
These services are available online, by phone, chat, or in person across more than 700 locations in Ontario.

- protect workers from job losses
- help people quickly return to work
- strengthen local communities
- build a more skilled workforce
In short, the government wants to ensure that workers are prepared for economic changes and new job opportunities.
Additional Government Investment
Furthermore, the Government of Canada already invests about:
$925 million every year in training and employment programs across Ontario.
Each year this helps around 270,000 people, including:
- youth (15–29 years old)
- mid-career workers
- skilled trades workers and apprentices
