Canada announced major changes to the Post-Graduation Work Permit Program (PGWP) starting February 15, 2024. These updates help master’s graduates find better jobs in Canada and support the country’s need for skilled workers.
Starting September 1, 2024, students in some programs will no longer qualify for a PGWP. Meanwhile, Canada has also extended temporary online-learning rules and PGWP flexibility until August 31, 2024.

Key PGWP Updates in 2024
1. Three-Year PGWP for Master’s Graduates
Since February 15, 2024, students who complete a master’s program, even if it is shorter than two years, can receive a three-year PGWP.
This gives graduates more time to find good jobs and increases their chances of becoming permanent residents.
Additionally, Canada wants to attract skilled people by offering more time to gain work experience.
2. How Long Does PGWP Processing Take?
You can work while waiting for your PGWP, but you must apply before your study permit expires.
You also have 180 days after finishing your program to apply.
Furthermore, you can now apply for your PGWP from inside or outside Canada, which gives students more flexibility.
3. New Restrictions Starting September 1, 2024
Canada will limit PGWP eligibility for certain programs.
Who will still qualify?
- Students who finish a two-year program at an approved school
- Students who complete a short master’s program under two years
These students will still receive a three-year work permit.
Who will not qualify?
- Students starting programs at public–private partnership colleges on or after September 1, 2024
Who is still safe?
- Students already enrolled in these programs will remain eligible if they meet other rules.
4. Changes to Spousal Open Work Permits (SOWP)
Canada has also updated rules for spouses of international students.
Who qualifies?
- Spouses or partners of students in advanced programs such as master’s or doctoral degrees
Who does not qualify?
- Spouses of students in lower-level programs, such as bachelor’s degrees, will no longer qualify for ongoing open work permits
- They may still get one work permit depending on their case
These changes ensure work opportunities match the student’s level of study.
5. Programs No Longer Eligible for PGWP (After September 1, 2024)
Students will not receive a PGWP if they start a program that is part of a licensing arrangement at a private college after September 1, 2024.
This rule aims to protect program quality and reduce misuse of PGWP pathways.
Who Gets a Longer PGWP?
You can receive a three-year PGWP if you:
- Complete a master’s degree under two years
- Finish a full two-year program at an approved institution
You will not qualify if:
- You start a public–private partnership college program after September 1, 2024
- Your program is offered under a licensing agreement with a private college
