Who Can Apply for FSWP

To qualify for the Federal Skilled Worker Program, you need at least one year of continuous full-time paid work (or equivalent part-time) in the last 10 years in a skilled job under NOC TEER 0, 1, 2, or 3. You must have CLB 7 or higher in English or French for reading, writing, listening, and speaking, plus a Canadian educational credential or a foreign credential with an Educational Credential Assessment (ECA). You also need to score at least 67 out of 100 points on the FSWP grid, which considers age, education, work experience, job offer, language skills, and adaptability. Some applicants must also show proof of funds to support themselves in Canada. If you meet these requirements, you can enter the Express Entry pool, where your profile is ranked through the CRS, with extra chances in category-based draws for PR invitations.

How it Works

Canada manages the Federal Skilled Worker Program (FSWP) through the Express Entry system. If you haven’t lived in Canada before and are not in a skilled trade, this is likely your best pathway. First, check if you meet the FSWP criteria. Then, create an Express Entry profile to get your Comprehensive Ranking System (CRS) score based on age, education, language skills, and work experience. Every two weeks, Canada invites top-scoring candidates to apply for permanent residence. Once you apply, processing usually takes about six months—then you can start your new life in Canada.

Can I apply to the FSWP while living outside Canada?

Yes, you can apply from anywhere in the world as long as you meet the eligibility requirements.

Can I work in Canada while my FSWP application is processing?

Only if you already have a valid work permit. The PR process itself doesn’t give you work authorization until approval.

Do I need a language test for FSWP?

Yes. You must take an approved English or French language test and score at least CLB 7 in reading, writing, listening, and speaking

Does Canadian work experience increase my FSWP chances?

Yes, Canadian work experience gives you additional CRS points, making you more competitive in the Express Entry pool.

Does the FSWP guarantee PR if I qualify?

No. Meeting eligibility doesn’t guarantee an Invitation to Apply, you still need a competitive CRS score to be selected in a draw.

How long will my FSWP profile stay in the Express Entry pool?

Your profile stays active for 12 months. If you don’t get invited during that time, you can create a new profile

What document should be Included FSWP?

If you successfully receive an Express Entry invitation to apply for permanent residence, you will be asked to submit the following documents under the FSWP in support of your permanent residence application:

All candidates who receive an invitation to apply are also required to submit the following supporting documents along with their e-application:

  • Valid passport
  • Language test results
  • Documentation attesting to work experience
  • Police clearance certificate(s)
  • Upfront medical information tracking sheet
  • Photographs of principal applicant and family members

It is important to note that many Canadian Immigration Visa Offices have their own specific document requirements that must be respected in order to avoid having an application returned, delayed or even refused.

Will Express Entry still have other types of draws?

Yes, Express Entry will have three types of draws throughout the year:

  • General draws: Invite the top candidates from the pool who qualify for one of the three Express Entry programs: Federal Skilled Worker Program (FSWP), Federal Skilled Trades Program (FSTP), or Canadian Experience Class (CEC).
  • Program-specific draws: Invite top candidates for a specific program, like the Provincial Nominee Program (PNP), where only PNP-eligible candidates get invited.
  • Category-based draws: The Minister of Immigration sets categories to meet Canada’s economic needs. Top candidates in those categories will be invited once they’re established.
