Flagpoling to Be Stopped for Immigration Applications
Canada plans to end flagpoling.
Once the change takes effect, temporary residents must submit extensions online instead of using same-day border services.
Immigration Minister Marc Miller said this move will reduce pressure on border officers. It will also help officials focus on more important border duties. He added that “closing the loophole” will improve the integrity of the immigration system.
Although Miller has not shared a start date, he confirmed that IRCC wants to enforce the change as soon as possible.
What Is Flagpoling?
Flagpoling is when newcomers briefly leave Canada and re-enter at the border to access same-day immigration services.
Many used it to skip long online wait times for work or study permits. The process was legal and very effective.
In May, Canada and the U.S. introduced limits by reducing service hours at 12 border crossings. This change made flagpoling less accessible.
Canada Ends Flagpoling for PGWP Applicants
In June 2024, Minister Miller ended flagpoling for PGWP applicants.
He said the practice added extra workload for border officers. It also caused delays for travelers and slowed the movement of goods and services.
A year earlier, PGWP applicants made up about 20% of all flagpoling cases, which created more strain at ports of entry.
Why IRCC Is Making These Changes
Throughout 2024, IRCC dealt with a large application backlog. Many applicants waited far beyond the normal processing time.
IRCC defines a backlog as cases that exceed published service standards. The department aims to process 80% of applications within those timelines.
Ending flagpoling is one way IRCC hopes to reduce delays and improve efficiency.
