Important Update for International Students

IRCC has introduced new rules for students transferring schools for the winter or spring 2025 semesters. These changes give students more flexibility. You can now start studying at your new school before receiving your updated study permit, as long as you meet a few conditions.

Meet These Conditions

International students moving to a new DLI for winter or spring 2025 may begin their studies early if they:

  1. Have an acceptance letter from the new DLI for the upcoming intake.
  2. Apply for a study permit extension with IRCC.
  3. Hold a valid study permit, even if it lists your previous DLI.
  4. Follow all conditions of the original permit.

Only institutions with valid DLI status can enroll international students.

How the Transfer Process Has Changed

Earlier, students had to wait for their updated study permit before switching schools. Updating the online account was not enough; a permit extension was required.
Now, IRCC allows students to start classes at their new DLI while the extension is in progress, provided they meet the rules mentioned above.
This change helps students avoid delays and reduces interruptions in their studies.

PGWP Eligibility: Timing Matters

Your eligibility for a Post-Graduation Work Permit (PGWP) now depends on when you apply for your updated study permit and what you study.

If you apply before November 1, 2024:

You do not need to meet any extra “field of study” requirements.

If you apply after November 1, 2024:

New conditions apply:

University Programs (except bachelor’s, master’s, doctoral):

You must graduate from an eligible field of study to qualify for a PGWP.

College or Non-University Programs:

You must also complete an eligible field of study to be eligible.

New Language Requirements for PGWP

All PGWP applicants must now take an IRCC-approved language test.

  • University Students: Need CLB/NCLC 7 in English or French.
  • College / Non-University Students: Need CLB/NCLC 5.

Without meeting these scores, students cannot receive an open work permit after graduation.

Rules for Students Switching Schools After Winter/Spring 2025

If you plan to transfer schools after the winter or spring semester, you may still begin classes early, but the conditions are different. You can start studying before your new permit arrives only if:

  • You have stayed in Canada since receiving your new LOA.
  • You continue following all conditions of your existing study permit.
  • Your previous DLI has:
    • Closed,
    • Ended your program,
    • Been suspended, or
    • Lost its DLI status.

These new rules give international students more freedom when transferring schools in 2025. Although the process is now more flexible, students must follow all requirements to avoid study interruptions or risks to PGWP eligibility.
