The Skilled Workers First Draw in Manitoba

On November 6, 2025, the Manitoba Provincial Nominee Program (MPNP) held its first draw of the month, inviting 47 skilled worker candidates to apply for a provincial nomination — a key step toward Canadian permanent residency.

Draw Overview

In this first November draw, the MPNP issued 47 Letters of Advice to Apply (LAAs) under two Skilled Worker Stream pathways: Skilled Worker in Manitoba, and Skilled Worker Overseas. Moreover, among the invited candidates, 10 had valid Express Entry profiles and job seeker validation codes. As a result, they could gain extra Comprehensive Ranking System (CRS) points and enjoy faster processing through the Express Entry system.

Strategic Recruitment Focus

Notably, this draw targeted only candidates who had received direct invitations through Manitoba’s strategic recruitment initiatives. The LAAs were distributed as follows: Francophone initiatives (18 invitations), Regional initiatives (12 invitations), Employer Services (11 invitations), Ethnocultural initiatives (4 invitations), and Temporary Public Policy (TPP) (2 invitations). In addition, this focused selection highlights Manitoba’s goal to engage candidates with genuine ties to the province — whether through employer connections, community involvement, or participation in recruitment events.

What This Means for Candidates

Overall, this smaller draw reflects Manitoba’s ongoing effort to balance quantity with quality. While earlier rounds in September and October issued over 800 invitations each, this time the province emphasized regional and community priorities. Furthermore, by targeting candidates through Francophone, Regional, Employer Services, and Ethnocultural pathways, Manitoba continues to promote regional development, Francophone immigration, and employer partnerships. Additionally, the inclusion of TPP invitations shows Manitoba’s cooperation with federal programs to help temporary workers move toward permanent residency.

Manitoba’s Dual-Track Approach

The November 6 draw demonstrates Manitoba’s dual-track immigration strategy in 2025. On one hand, the province conducts large-scale draws to meet labour market needs. On the other hand, it organizes smaller, targeted rounds to strengthen retention, regional settlement, and long-term workforce stability.

Your Path Forward

If you are planning to immigrate through Manitoba, consider these key steps:

To begin with, attend Manitoba recruitment events, explore Francophone pathways, and connect with regional employers. Candidates who join these initiatives often receive direct invitations in focused draws.

Next, keep your Expression of Interest (EOI) and Express Entry profiles current. Regularly update your language tests, work experience, and education credentials. As a result, you’ll have better chances in future draws.

Furthermore, strengthen relationships with Manitoba employers and communities in your field. Demonstrating genuine and ongoing ties to the province can significantly improve your eligibility.

Finally, follow MPNP draw updates regularly. Manitoba typically conducts draws twice a month, alternating between large general draws and smaller strategic recruitment rounds.
