The Skilled workers first Draw in Manitoba

On November 6, 2025, the Manitoba Provincial Nominee Program (MPNP) conducted its first draw of the month, inviting 47 skilled worker candidates to apply for provincial nomination—a key step toward Canadian permanent residence.

Draw Overview

In its first November draw, the MPNP issued a total of 47 Letters of Advice to Apply (LAA) through both of the province’s Skilled Worker Stream pathways:

  • Skilled Worker in Manitoba; and
  • Skilled Worker Overseas

Of the 47 LAAs issued in this draw, 10 declared having a valid Express Entry profile and job seeker validation code, potentially allowing them to benefit from additional Comprehensive Ranking System (CRS) points and faster processing times through the Express Entry system.

Strategic Recruitment Focus

This draw was notably targeted, focusing exclusively on candidates who had received direct invitations through Manitoba’s strategic recruitment initiatives. The distribution of LAAs to candidates who reported receiving an Invitation to Apply (ITA) under a strategic recruitment initiative is as follows:

  • Francophone initiatives: 18 invitations
  • Regional initiatives: 12 invitations
  • Employer Services: 11 invitations
  • Ethnocultural initiatives: 4 invitations
  • Temporary Public Policy (TPP): 2 invitations

What This Means for Candidates

This targeted approach reflects Manitoba’s commitment to connecting with candidates who have demonstrated genuine ties to the province through employer connections, community engagement, or participation in provincial recruitment events. The November 6 draw was smaller than most Manitoba PNP rounds in recent months, though this is not unusual for the province, which has alternated between broad, higher-volume draws and smaller, targeted rounds focused on candidates recruited through strategic initiatives.

By inviting candidates through the Francophone, Regional, Employer Services, and Ethnocultural categories, the province continues to advance its goals of supporting regional development, Francophone immigration, and employer engagement. The inclusion of two invitations under the Temporary Public Policy (TPP) further shows Manitoba’s use of federal pathways to help temporary workers transition to permanent residence.

Manitoba’s Dual-Track Approach

The November 6 draw reflects Manitoba’s dual-track approach in 2025, balancing large-scale labour market draws with smaller, focused rounds that strengthen long-term retention and regional settlement. While earlier draws in September and October saw over 800 invitations each, Manitoba strategically uses smaller draws like this one to target candidates with specific connections to the province.

Your Path Forward

If you’re interested in Manitoba’s immigration opportunities, consider these steps:

1. Participate in Strategic Initiatives

Attend Manitoba recruitment events, explore Francophone pathways, or connect with regional employers to potentially receive a strategic recruitment invitation. Candidates who take part in strategic recruitment initiatives, or who receive invitations through Francophone or regional programs, remain at the forefront of selection in these focused rounds.

2. Maintain Active Profiles

Keep your Expression of Interest (EOI) and Express Entry profiles current with valid language tests, up-to-date work experience, and accurate educational credentials. Those with valid language test results, accurate EOI details, and active Express Entry profiles may have an advantage in future draws.

3. Build Manitoba Connections

Establish relationships with Manitoba employers or communities in your field. Direct connections with Manitoba employers and communities are invaluable, particularly if you can demonstrate ongoing work or community ties within the province.

4. Stay Informed

Monitor MPNP draws regularly to understand selection trends and requirements. Manitoba typically conducts draws twice per month, alternating between large general draws and smaller strategic recruitment draws.
