Manitoba Issues 862 Invitations to Skilled Workers
This week, Manitoba invited 862 skilled worker candidates through the Skilled Worker stream of the Manitoba Provincial Nominee Program (MPNP). Candidates were selected under two main pathways:
- Skilled Worker in Manitoba – for those already working in Manitoba.
- Skilled Worker Overseas – for candidates living outside Canada.
The invitations were issued through occupation-specific draws and employer-driven selections, depending on the candidate’s profile.
MPNP Draw Results
On October 9, 2025, Manitoba conducted Draw #255, the first draw of the month, inviting a total of 862 candidates to apply for a provincial nomination.
Skilled Worker in Manitoba Pathway
Out of the total, 583 Letters of Advice to Apply (LAAs) were issued to candidates who were currently employed in Manitoba, particularly in:
- Healthcare-related occupations; or
- Home support workers, caregivers, and related roles.
To qualify, candidates’ jobs had to match the National Occupation Classification (NOC) for these categories.

Skilled Worker Stream – Strategic Recruitment
An additional 279 LAAs were issued to candidates invited through strategic recruitment initiatives. These initiatives targeted skilled workers with specific qualifications or backgrounds.
Distribution of LAAs by initiative:
- Employer Services: 45
- Francophone Community: 43
- Regional Communities: 8
- Ethnocultural Communities: 3
- Temporary Public Policy (TPP) to Facilitate Work Permits: 180
This is the second consecutive round where the MPNP prioritized TPP candidates. This policy allows certain skilled workers to get open work permits (OWPs) to work in Manitoba before nomination, supported by IRCC and the Government of Manitoba.
Why Some Candidates Did Not Receive an Invitation
Even if a candidate met the selection criteria, they might not receive an LAA due to:
- Declaring a language test but not providing a valid test number or having expired results.
- Claiming an invitation through a strategic recruitment initiative without a valid invitation number.
- Working in regulated professions without a valid Manitoba license. Candidates had to provide proof of completing all licensing requirements.

- French language proficiency, which adds value to the community.
