New Round of Immigration Invitations in Newfoundland and Labrador
Recently, Newfoundland and Labrador conducted its second round of immigration invitations for candidates interested in settling in the province. This round was issued through the province’s new Expression of Interest (EOI) system, which became operational earlier this year.
New Immigration Process Launched in February 2025
To begin with, on February 19, 2025, the province officially transitioned to a new EOI-based selection system. This updated process now applies to both major immigration pathways:
- The Provincial Nominee Program (PNP)
- The Atlantic Immigration Program (AIP)
As a result, applicants can no longer apply directly without first submitting an EOI.
Second Invitation Round and Earlier Draw Results
Under this new framework, the first invitation round took place on April 3, during which 256 Invitations to Apply (ITAs) were issued. Subsequently, the province has now completed its second round of invitations, continuing the rollout of the EOI system.
Reduced Immigration Spaces in 2025
However, similar to several other provinces, Newfoundland and Labrador experienced a 50% reduction in its immigration allocation for 2025. Consequently, the province initially had fewer spaces available for new immigrants this year.
Additional Immigration Spaces Successfully Secured
Despite these reductions, the provincial government actively negotiated with the federal authorities. As a result, Newfoundland and Labrador secured 1,000 additional immigration spaces. Therefore, the province now has a total of 2,525 nomination spaces available in 2025.
Understanding the New EOI System
Under the revised process, the province has added an important preliminary step. Instead of applying directly, candidates must now:
- Create an account on the Immigration Accelerator portal
- Submit an Expression of Interest (EOI) online
This change allows the province to better manage and prioritize applications.
EOI Pool Validity and Application Timeline
Once submitted, an EOI remains active in the system for 12 months. If the province selects a candidate and issues an ITA, the next steps depend on the program:
- For PNP, the applicant submits the application directly to the NL Provincial Nominee Program
- For AIP, the employer submits the application on the applicant’s behalf
Importantly, candidates must submit a complete application within 60 days of receiving an ITA.
ITA Does Not Mean Automatic Approval
It is equally important to note that an ITA does not guarantee approval. After receiving an invitation, applicants must still meet all eligibility and program-specific requirements and demonstrate admissibility to Canada.
How the Previous System Worked
Before February 2025, the province allowed applicants to apply directly to its immigration programs. In contrast, the new system now requires candidates to first pass through the EOI selection stage.
Special Employer Invite Code Requirement
Finally, applicants outside Canada must obtain an invite code from their employer when applying under either the AIP or NLPNP. They must use this code while submitting their EOI.
On the other hand, candidates already in Canada with valid temporary status do not need an employer invite code to submit an EOI.
