Expanded Support for Rural Employers in Canada

The Government of Canada has announced new, time-limited measures under the Temporary Foreign Worker Program (TFWP) to help rural employers address ongoing labour shortages.

These changes are aimed specifically at rural and smaller communities where businesses continue to face persistent challenges in finding and retaining workers.

What’s Changing?

Increased Cap for Low-Wage Temporary Foreign Workers

Eligible rural employers can now increase the proportion of low-wage temporary foreign workers in their workforce from 10% to 15%. This adjustment provides additional flexibility for employers struggling to fill essential roles.

Retention of Current Workforce

Employers will be allowed to maintain their current number of temporary foreign workers, even if they exceed previous program limits. This ensures stability and continuity for businesses already relying on this workforce.

Implementation Timeline

  • Effective as early as April 1, 2026
  • In place until March 31, 2027

These measures are temporary and are expected to be reassessed at the end of the period.

No Changes for Key Sectors

Certain industries remain unaffected:

  • Health care, construction, and food processing will continue under the existing 20% cap
  • Seasonal industries, including agriculture, remain exempt from the cap
