What Is the RCIP (Rural Community Immigration Pilot)?
The Rural Community Immigration Pilot (RCIP) is a targeted immigration program created to help rural and smaller communities across Canada attract skilled workers. In simple terms, it allows foreign nationals to apply for permanent residence if they secure a valid job offer from an employer in a participating rural community.
Moreover, the program officially launched on January 30, 2025, and will operate for five years. Since it is employer-driven, communities can directly address their local labour shortages. In addition, successful pilots often become permanent pathways, much like the Atlantic Immigration Program did in the past.
North Okanagan-Shuswap Joins the RCIP
Recently, the North Okanagan-Shuswap region in British Columbia officially joined the RCIP. As a result, several scenic and growing communities are now eligible under this pathway.
These communities include Salmon Arm, Vernon, Lumby, Enderby, and many others across the North Okanagan and Shuswap areas.
Which Job Sectors Are Prioritized?
To ensure targeted immigration, each RCIP community can select up to five priority sectors based on local labour needs. Consequently, North Okanagan-Shuswap has identified the following sectors:
- Health
- Education, law, social, and government services
- Sales and service
- Trades and transport
- Manufacturing and utilities
Importantly, even if a job falls under a high-demand NOC code, the employer must operate within one of these sectors to qualify under RCIP.
Which Jobs Have Application Caps?
In addition to sector limits, some occupations in North Okanagan-Shuswap have caps on how many candidates each employer can recommend. Currently, these capped roles include:
- Accommodation service managers – 2
- Executive housekeepers – 2
- Restaurant and food service managers – 2
- Construction trades helpers and labourers – 10
- Labourers in wood, pulp, and paper processing – 10
- Plastic products assemblers, finishers, and inspectors – 10
- Assemblers and inspectors of other wood products – 10
Meanwhile, several other occupations either have no caps or remain under review.
Minimum Wage Requirements
Wage thresholds depend on the occupation. Specifically:
- $25 per hour applies to restaurant and food service managers, accommodation service managers, and executive housekeepers.
- $22 per hour applies to all other eligible occupations under RCIP.
When Can You Apply? RCIP Intake Dates for 2025
If you plan to apply, it is essential to monitor the official intake windows. Applications will be accepted during the following periods:
- May 12 to May 26
- July 7 to July 21
- August 25 to September 8
- October 13 to October 27
- November 24 to December 8
Between each intake window, the community will hold recommendation meetings to evaluate and rank candidates.
Eligibility Requirements for Applicants
To qualify under RCIP in North Okanagan-Shuswap, applicants must:
- First, obtain a valid job offer from a designated employer in the region
- Next, confirm the employer belongs to a priority sector
- Then, meet all general eligibility criteria, including scoring at least 50 points in the regional points system
- Finally, rank among the highest-scoring candidates, as spaces remain limited
Eligible Communities in the Region
The eligible area covers:
- The entire Regional District of North Okanagan
- Electoral Areas C, D, E, F, and G of the Columbia Shuswap Regional District
Key participating communities include Armstrong, Anglemont, Blind Bay, Celista, Coldstream/Lavington, Enderby, Falkland, Lumby, Salmon Arm, Sicamous, Sorrento, Spallumcheen, and Vernon, among others.
How Employers Can Participate
For a job offer to qualify, employers must meet several conditions. Specifically, they must be:
- Designated by a local economic development organization
- Actively operating within an approved priority sector
Employer designation opens on May 1, 2025, which allows businesses to start supporting foreign workers through RCIP.
What Comes Next?
At present, North Okanagan-Shuswap joins other RCIP communities such as Timmins, Brandon, Sault Ste. Marie, and Thunder Bay.
Going forward, more communities are expected to announce their own priority sectors and occupation lists, further expanding opportunities under the Rural Community Immigration Pilot.
