Ontario’s New EOI System: How Will It Work?
One of Canada’s most popular immigration programs, the Ontario Immigrant Nominee Program (OINP), has introduced a new Expression of Interest (EOI) system across five key streams.
Through this system, Ontario aims to select candidates more strategically. Below, we explain what EOI means, which OINP streams use it, how the process works, and how SPS Canada Immigration can support you.
What Is an Expression of Interest (EOI)?
An Expression of Interest is a points-based selection system. Ontario ranks candidates based on factors such as education, language ability, work experience, and skills.
Previously, OINP followed a first-come, first-served model. However, with EOI, Ontario now ranks candidates and issues invitations to those who best meet labour market needs. As a result, selection has become more competitive but also more structured and fair.
OINP Streams Using the EOI System
Ontario currently uses the EOI system for the following five streams:
- Employer Job Offer – Foreign Worker Stream
- Employer Job Offer – International Student Stream
- Employer Job Offer – In-Demand Skills Stream
- Master’s Graduate Stream
- PhD Graduate Stream
Each stream targets a specific group of candidates and labour needs.
Employer Job Offer – Foreign Worker Stream
This stream supports foreign workers with a valid job offer in a skilled occupation. Eligible jobs must fall under NOC Skill Level 0, A, or B.
Through this stream, candidates can apply for provincial nomination and gain the opportunity to live and work permanently in Ontario.
Employer Job Offer – International Student Stream
This stream applies to international graduates who receive a job offer in a skilled occupation (NOC 0, A, or B).
Once nominated, candidates can move toward permanent residence while continuing their careers in Ontario.
Employer Job Offer – In-Demand Skills Stream
Ontario created this stream for occupations facing labour shortages. These include roles in agriculture, construction, trucking, and other essential sectors.
Foreign workers with job offers in these fields can apply for nomination and settle permanently in Ontario.
Master’s Graduate Stream
This stream supports international graduates who complete a master’s degree at an eligible Ontario university.
Notably, candidates do not need a job offer. Instead, Ontario selects applicants based on education and other EOI factors.
PhD Graduate Stream
Similarly, international graduates with an Ontario PhD degree can apply through this stream.
Like the master’s stream, a job offer is not required, making it a strong option for research-focused graduates.
Step-by-Step Registration Process
Step 1: Register an Expression of Interest
Before applying, candidates must register an EOI profile. This step informs Ontario that you want to receive an invitation.
During registration, you provide details about your education, language skills, work experience, and background. However, registering an EOI is not the same as applying to OINP or for permanent residence.
An EOI profile remains valid for up to 12 months. If Ontario does not issue an invitation within this period, the system automatically removes the profile.
Step 2: Receive an Invitation to Apply
Ontario periodically conducts draws and invites top-ranking candidates.
Once you receive an invitation, you must submit a complete application within 14 calendar days. Missing this deadline results in losing the opportunity to apply.
Step 3: Apply for Permanent Residence
After Ontario approves your application and grants a nomination, the final step is to apply for permanent residence through Immigration, Refugees and Citizenship Canada (IRCC).
At this stage, the provincial nomination significantly strengthens your PR application.
