Ontario’s Regional Immigration Pilot for Permanent Residence Is Open!

As of July 9, 2020, Ontario has officially started accepting applications for its Regional Immigration Pilot. Through this initiative, Ontario aims to attract skilled foreign talent to smaller communities and strengthen local economies.

As a result, eligible applicants now have an additional pathway to Permanent Residence (PR) in Ontario.

What Is the OINP Regional Immigration Pilot?

The Regional Immigration Pilot operates under the Ontario Immigrant Nominee Program (OINP). Specifically, it focuses on filling labour shortages in rural and regional communities.

Moreover, the pilot supports long-term economic growth by connecting local employers with qualified workers. Therefore, both communities and newcomers benefit from this program.

Under this pilot, foreign workers, international students, and skilled professionals can apply for PR if they meet the required criteria.

  • Approximately 150 nominations are available
  • Importantly, nominations fall under the Employer Job Offer category

Is There a Separate Eligibility Criteria?

Notably, Ontario has not introduced separate eligibility rules for this pilot. Instead, it operates under the existing OINP Employer Job Offer streams.

In other words, if you already qualify for an Employer Job Offer stream and your job offer is from a participating community, you may qualify for the pilot.

Participating Communities

Currently, the following Ontario communities participate in the Regional Immigration Pilot:

  • Chatham-Kent
  • Belleville and Quinte West
  • Cornwall

Therefore, job offers from employers in these areas receive priority under the pilot.

Employer Job Offer Streams Under the Pilot

The Regional Immigration Pilot includes three Employer Job Offer streams:

1. Foreign Worker Stream

Primarily, this stream targets skilled workers with relevant experience.

2. International Student Stream

Similarly, this stream supports recent graduates from Ontario post-secondary institutions.

3. In-Demand Skills Stream

In particular, this stream focuses on sectors such as:

  • Agriculture
  • Construction
  • Trucking
  • Personal support services

Eligibility Criteria for Applicants

To qualify for the Regional Immigration Pilot, applicants must meet all of the following conditions:

  • First, hold a full-time and permanent job offer from an employer in a participating community
  • Additionally, work at least 30 hours per week (1,560 hours annually)
  • Importantly, the job must not be seasonal, part-time, subcontracted, or agency-based
  • Furthermore, the occupation must fall under NOC 0, A, or B
  • Also, wages must meet the regional low-wage threshold
  • At the same time, the role must align with the employer’s ongoing business needs
  • Finally, employment duties must occur primarily in Ontario, and all employer forms must be completed and signed
