PGWP Language Requirements Explained: Do 1+1 Students Need CLB 5 or CLB 7?

1. What Are the New PGWP Language Rules?

IRCC has introduced new language requirements for students applying for a Post-Graduation Work Permit (PGWP).
To qualify, you must show a minimum language level based on where you studied.

2. College Graduates → Need CLB 5

If all your completed PGWP-eligible programs are from colleges, then:

  • You must score CLB 5 / NCLC 5
  • In all four skills: Reading, Writing, Listening, and Speaking
  • Accepted tests include: IELTS General, CELPIP General, PTE Core, TEF Canada, and TCF Canada

3. University Graduates → Need CLB 7

On the other hand, if any of your completed programs are from a university, then you must meet the higher requirement:

  • CLB 7 / NCLC 7
  • In all four skills
    This applies even if your university program was shorter or not your final program.

4. The Main Confusion: What About 1 + 1 Students?

Many students complete one program at a college and one at a university. This is where misunderstandings happen.
However, the rule is simple and firm.

5. Simple Rule to Remember

If even one of your programs is from a university → You need CLB 7.
It does not matter which program you finished first or last.

6. Common Student Questions (With Correct Answers)

“I studied first at a university and then at a college. CLB 5 or 7?”

CLB 7, because you have a university credential.

“My last program was a college diploma. So is CLB 5 enough?”

No, not if you previously completed a university program.

“I did a university certificate + a college diploma. What do I need?”

CLB 7, since any university study triggers the higher requirement.

“College first, then university — which CLB?”

CLB 7, because your highest study level is university.

“If I combine two programs for a longer PGWP, which CLB applies?”

The highest level completed decides it — not the last program.

7. Why Students Often Misunderstand This Rule

Many assume IRCC checks only the final program, but that is incorrect.
Instead, IRCC looks at your overall qualifying education.
Therefore, even if you completed a college program last, the presence of a university credential still means you must meet CLB 7.

8. Why Getting This Wrong Is Risky

A PGWP is a one-time opportunity.
If IRCC refuses your application because you submitted the wrong CLB score, you cannot reapply with another PGWP.
This can negatively affect your future plans for work, PR, and settlement in Canada.

Whether you completed:

  • A 1+1 program
  • Two college programs
  • Two university programs
  • A bridging or laddering pathway
