Pictou County Announces 2026 Priority Occupations for RCIP
What is the Announcement About?
Pictou County in Nova Scotia has announced the priority sectors and occupations for 2026 under the Rural Community Immigration Pilot (RCIP).
In simple terms, this program allows foreign workers to get Permanent Residence (PR) in Canada if they receive a job offer in jobs that the community needs.
Therefore, the program mainly focuses on helping rural communities fill important labour shortages.
Where is Pictou County?
Pictou County is located in northern Nova Scotia, along the Northumberland Strait.
Specifically, the RCIP area includes:
- Pictou Landing First Nation
- Municipality of Pictou County
In addition, it also includes the following towns:
- New Glasgow
- Pictou
- Stellarton
- Trenton
- Westville
As a result, candidates who receive job offers in these locations may qualify for the program.
First Requirement: Job Offer
First of all, anyone who wants to apply through RCIP must obtain a job offer from a designated employer.
Additionally, the job must be in a priority sector and occupation selected by Pictou County.
In other words, candidates cannot apply for this program without a valid job offer from an approved employer.
Priority Sectors in 2026
This year, Pictou County has chosen six sectors to prioritize.
Previously, there were only five sectors. However, in 2026, one additional sector has been added.
The priority sectors are:
- Business, Finance, and Administration
- Health
- Sales and Service
- Trades, Transport, and Equipment Operators
- Manufacturing
- Education, Law, Social, Community, and Government Services
Notably, the sixth sector (Education, Law, and Social Services) is newly added in 2026.
Priority Occupations
Furthermore, Pictou County has identified 25 occupations that will be prioritized in 2026.
Some examples include:
Business and Technology Jobs
- Accounting technicians and bookkeepers
- Business systems specialists
- Data scientists
- Cybersecurity specialists
- Software developers and programmers
Construction and Skilled Trades
- Carpenters
- Construction mechanics
- Automotive technicians
- Heating and air-conditioning mechanics
Service Sector Jobs
- Bakers
- Cooks
- Retail and wholesale trade managers
Healthcare Jobs
- Pharmacists
- Pharmacy assistants
Education Jobs
- Early childhood educators and assistants
Overall, 14 of these occupations are new additions for 2026, while the rest were already prioritized last year.
How Candidates Are Selected
The RCIP selection process involves several steps.
First, the candidate must obtain a job offer from a designated employer.
Next, the employer sends a recommendation to Pictou County.
After that, the community reviews the candidate’s profile and assigns a score based on factors such as:
- Work experience
- Language ability
- Occupation
- Other eligibility factors
Meanwhile, eligible candidates are placed into an application pool.
Finally, the highest-ranking candidates are selected each month until the yearly quota is filled.
Once selected, the candidate can apply for Permanent Residence through IRCC.
Work Experience Requirement
Candidates must also meet certain work experience requirements.
Specifically, they must have:
- At least one year of work experience
- A total of 1,560 hours
- And the experience must be within the last three years
However, the required experience depends on the TEER level of the job offer.
For example:
- TEER 0–1 job → experience in TEER 0–3
- TEER 2 job → experience in TEER 1–4
- TEER 3–4 job → experience in TEER 2–4
- TEER 5 job → experience in the same NOC code
Language Requirement
In addition, applicants must meet the language requirements in English or French.
The required CLB level depends on the job’s TEER level:
- TEER 0–1 → CLB 6
- TEER 2–3 → CLB 5
- TEER 4–5 → CLB 4
Therefore, higher-skilled jobs require higher language scores.
Education Requirement
Moreover, candidates must have a valid educational qualification.
This can be either:
- A Canadian educational credential, or
- A foreign credential evaluated through an Educational Credential Assessment (ECA).
As a result, this ensures that the education meets Canadian standards.
Settlement Funds
Finally, applicants must show that they have enough money to settle in Canada.
For example:
- A single applicant must have at least $10,507.
This requirement ensures that newcomers can support themselves and their families when they arrive.

The RCIP program in Pictou County helps foreign workers obtain Canadian Permanent Residence. However, candidates must first secure a job offer in a priority occupation, meet federal eligibility requirements, and receive a recommendation from the community.
