What’s Happening in Thunder Bay?

Thunder Bay, a city in northwestern Ontario, has recently released a list of approved employers under a special immigration pathway known as the Rural Community Immigration Pilot (RCIP). As a result, foreign workers now have clearer guidance on which employers can support permanent residence applications through this program.

What Is the RCIP?

The Rural Community Immigration Pilot is a pathway that helps foreign workers become permanent residents of Canada. However, unlike some other immigration programs, RCIP is job-driven. Therefore, to qualify, applicants must first secure a job offer from a designated employer within the participating community.

Who Approves RCIP Employers in Thunder Bay?

In Thunder Bay, the Community Economic Development Commission (CEDC) approves employers for the RCIP. Consequently, only businesses listed by the CEDC can hire foreign workers through this program. Employers not on the list cannot support RCIP applications.

Who Can Apply for Thunder Bay’s RCIP?

To apply under Thunder Bay’s RCIP, candidates must meet several requirements. First, they need a valid job offer from a designated employer. Additionally, the job must fall under one of Thunder Bay’s priority occupations.

Moreover, applicants must satisfy other basic eligibility criteria, including:

  • Relevant work experience
  • English or French language proficiency
  • Educational qualifications
  • Sufficient settlement funds to support themselves in Canada

Together, these requirements ensure that applicants can successfully integrate into the local community.

What Happens After You Receive a Job Offer?

Once you receive a job offer from a designated employer, the process continues in several steps. First, your employer submits an application to the CEDC on your behalf. If the CEDC approves the application, you receive a community recommendation.

After that, you can apply to the federal government for permanent residence. Therefore, employer cooperation plays a crucial role throughout the RCIP process.

What Other Communities Are Participating?

So far, Thunder Bay is the second community to publish its list of approved employers. Previously, Timmins released its employer list and also participates in the Francophone Community Immigration Pilot (FCIP).

In total, 14 communities take part in the RCIP. Meanwhile, several communities have already announced their priority job sectors, including:

  • Claresholm
  • Timmins
  • Brandon
  • Sault Ste. Marie
  • Thunder Bay
  • North Okanagan–Shuswap
  • North Bay

As more communities release updates, additional opportunities are expected to emerge.
