Easier Permanent Residency for Caregivers in Canada

The Minister of Immigration, Refugees and Citizenship Canada (IRCC) announced major improvements to Canada’s caregiver immigration pathways. These changes aim to make permanent residency (PR) more accessible for caregivers who support Canadian families.

As part of this initiative, the Government of Canada introduced the Interim Pathway for Caregivers, which was open from March 4, 2019, to June 4, 2019. This pathway allowed caregivers who did not qualify under earlier programs to apply for permanent residence and remain in Canada.

Modified Eligibility Under the Interim Pathway

The Interim Pathway introduced more flexible eligibility requirements than previous caregiver programs. As a result, caregivers who came to Canada in good faith and provided essential care services received a fair opportunity to apply for PR.

This one-time, three-month pathway supported in-Canada caregivers who intended to settle permanently but could not qualify under older programs. Moreover, it recognized their valuable contributions to Canadian households while maintaining basic settlement requirements.

Launch of Two New Caregiver Pilot Programs

In addition to the Interim Pathway, the Government launched two new 5-year caregiver pilot programs. These programs replaced earlier, less effective caregiver streams and created a more stable and family-friendly pathway to PR.

Programs Being Replaced

  • Caring for Children Pilot
  • Caring for People with High Medical Needs Pilot

IRCC continues to process applications submitted under these programs, with an estimated processing time of six months or less.

New Caregiver Programs Introduced

  • Home Child Care Provider Pilot
  • Home Support Worker Pilot

IRCC announced full eligibility criteria and application details ahead of their launch in November 2019.

Key Benefits of the New Pilots

  • Occupation-specific work permits for caregivers
  • Open work permits for spouses or common-law partners
  • Study permits for dependent children
  • Easier job changes and greater employment flexibility

Each pilot accepts up to 2,750 principal applicants per year, for a total of 5,500 caregivers annually. Family members do not count toward this cap.


Current Caregiver PR Options in Canada

If you are already working in Canada as a caregiver, you may qualify for permanent residence through one of the following programs:

  • Caring for Children Pilot
  • Caring for People with High Medical Needs Pilot
  • Interim Pathway for Caregivers
  • Live-in Caregiver Program (LCP)

Important Note on the Live-in Caregiver Program

The LCP is now closed. However, IRCC still processes applications for individuals who:

  • Are already in Canada with a valid LCP work permit, or
  • Received approval for their first LCP work permit based on an LMIA submitted on or before November 30, 2014
