International students in certain programs (P3s) can’t get a work permit after they finish studying anymore

As of May 15, changes to post-graduation work permit (PGWP) eligibility for international students at public-private partnerships (PPPs) colleges in Canada are in effect. Originally set for September 1, 2024, the Immigration, Refugees and Citizenship Canada (IRCC) has fast-tracked these new rules. This aligns with educational institutions’ adaptations to their fall admissions, prompted by the IRCC’s January 2024 changes. Consequently, starting May 15, 2024, foreign students in public-private curriculum licensing partnership programs are ineligible for PGWPs. This article outlines the updated PGWP eligibility criteria now in place.

PGWP Ineligibility for International Students in Public-Private Partnerships

International students completing a course at a designated learning institution (DLI) under a curriculum licensing agreement, like a P3 or public-private partnership, can no longer get post-graduation work permits (PGWPs). Previously, those in programs at private colleges overseen by public institutions might have been eligible for PGWPs. However, starting May 15, 2024, students in these programs at public-private partnership educational institutions won’t qualify for PGWPs anymore.

Furthermore, international students starting their study program on or before January 31, 2023, at a public-private partnership educational institution representing a public college from another province will be ineligible for PGWPs. Similarly, new international students beginning one of these programs after February 1, 2023, cannot apply for PGWPs.

Criteria for Post-Graduation Work Permit (PGWP) Eligibility

After completing their studies at a designated learning institution (DLI) in Canada eligible for post-graduation work permits (PGWPs), international students can apply for one. Throughout their program, they must have been full-time students each semester. Additionally, they need a study permit that has been valid for the last 180 days.

As per the IRCC official website, a student must also be in one of the below situations to meet the official PGWP eligibility criteria.
