Latest Express Entry CEC Draw Explained in Simple Words

New CEC Draw Invites 2,000 Candidates

Immigration, Refugees and Citizenship Canada has conducted a new Canadian Experience Class (CEC) Express Entry draw on April 28, 2026, issuing 2,000 Invitations to Apply (ITAs) for permanent residence.

The CRS cutoff score for this round was 514, which is slightly lower than the 515 cutoff in the previous CEC draw held on April 14. However, it remains higher than the 509 cutoff seen in the March 31 draw.

While the drop of one point may look encouraging, the bigger picture shows that CRS scores continue to remain high, mainly because draw sizes have been reduced.

Smaller Draws Are Keeping CRS Scores Elevated

One of the biggest trends in 2026 has been the shrinking size of CEC draws.

Earlier this year, larger rounds issued:

  • 8,000 invitations in January
  • 6,000 invitations in February
  • 4,000 invitations in March

Now, CEC draws have dropped to 2,000 invitations per round, marking the third consecutive draw at this reduced volume.

As a result, CRS cutoffs have stayed consistently above 510, making it harder for many candidates in the pool.

In simple terms:

Smaller draws mean tougher competition and higher CRS scores.

Unless Immigration, Refugees and Citizenship Canada increases draw sizes again, candidates may continue seeing cutoffs hover around 510–515.

Tie-Breaking Rule Shows Backlog at 514

Another important detail in this draw was the tie-breaking rule.

Candidates with exactly 514 points only received an invitation if they submitted their Express Entry profile before September 24, 2025.

This means:

  • Not everyone with 514 was invited
  • Profiles submitted after that date were left out
  • There is still a strong backlog of candidates at this score

Therefore, the competition at the 514 level remains intense.

What This Means for Express Entry Candidates

This draw sends different messages depending on your CRS score.

CRS 515 and Above

Candidates in this range remain in a strong position for future CEC draws.

CRS 510–514

This remains a competitive zone. However, results may depend on whether draw sizes increase.

CRS Below 510

At current volumes, relying only on CEC draws may be risky. As a result, exploring alternative pathways may be necessary.

French Draw Could Offer Another Opportunity

Meanwhile, a French-language proficiency draw is expected later this week.

And importantly, French category draws have had much lower cutoffs than CEC rounds, including:

  • 419
  • 397
  • 393

Compared to the current 514 CEC cutoff, this is a major difference.

Candidates with NCLC 7 or higher in French may benefit from this category, which continues to be one of the most accessible Express Entry pathways in 2026.

Major Express Entry Changes Are Also Being Discussed

In addition, Government of Canada has opened consultations on major proposed reforms to Express Entry.

Some proposed changes include:

  • Merging major Express Entry programs into one system
  • Giving more weight to higher wages
  • More points for genuine job offers
  • New eligibility standards for applicants

However, these changes are still under consultation and no final decisions have been made yet.

For now, candidates should continue planning under current rules while monitoring official updates.

Alternative Strategies Are Becoming More Important

Because competition remains high, many candidates are looking beyond CEC alone.

Possible options include:

  • Provincial Nominee Programs (PNPs)
  • Improving language scores
  • Gaining additional skilled work experience
  • Exploring French-language category draws

Notably, a provincial nomination adds 600 CRS points, which can effectively guarantee an invitation.

Therefore, having a backup strategy is becoming increasingly important.

This latest CEC draw confirms one clear trend:

Lower draw volumes are keeping CRS cutoffs high.

While candidates with higher scores remain well positioned, many others may need to consider alternative pathways rather than relying solely on CEC invitations.

At the same time, possible French draws and proposed Express Entry reforms could create new opportunities ahead.
