 Prince Edward Island Nominee Program- PEI

The Work Permit Stream of Prince Edward Island is for the individuals who are inclined to come to PEI on a work permit.

Eligibility Requirements:

The program requires an individual to create an EOI Profile. Before submitting the profile, an Individual must ensure that they meet the following criteria:

  • Be within 21 – 59 years of age at the time of application,
  • Possess at least a high school education,
  • Have a minimum personal net worth of $600,000. This net worth must have been acquired legally and legitimately,
  • Score a minimum of 4.0 on the IELTS within the last 2 years,
  • Possess transferable management skills and past employment or business ownership experience,
  • Intend to live and work in PEI while providing day-to-day active and ongoing management of their PEI based Company.

Creating the Profile:

If a candidate meets all of the eligibility requirements outlined by PEI PNP, they will be able to create a profile in the Expression of Interest (EOI) system. An applicant’s profile will be awarded up to 200 assessment points based on their age, language, education, business ownership or management experience, community endorsement, and adaptability.

Invitation to Apply:

If an individual is selected in one of the draws, the candidate has 90 days to prepare and submit a complete application, including a business plan. The application fee for PEI Business Impact Category streams is $10,000 CAD.

Interview:

Applicants who meet the requirements for Business Ownership program will be invited to PEI for an interview.

Submission of Business and Settlement Plans:

Following a successful interview, the applicant will be asked to submit a business plan to the PEI Immigration Office. The applicant will also be requested to provide a settlement plan describing how the applicant  plans to settle in PEI.

Issuance of Letter of Support for a Work Permit:

Once the applicant signs the performance agreement, the government of PEI will issue a letter of support to the Canadian government allowing the applicant to apply for a work permit. This letter will only be issued if the performance agreement is signed and the business plan and settlement plan are approved. If the applicant meets all relevant criteria, a work permit will be issued on behalf of the applicant. Once the applicant receives the work permit, he/she will be required to take an active role in the operation and management.

Compliance with the Performance Agreement:

The applicant must comply with all the terms and conditions of the performance agreement.

Nomination for Permanent Residence:

PEI will issue a provincial nomination to the candidate if the following conditions are met:

  • Invest at least $150,000 CAD in the business;
  • Maintain a residence and actively manage the business from within PEI;
  • Complies with the terms and conditions of the performance agreement;
  • Operate the business for at least 12 consecutive months, and;
  • Provide financial statements that detail at least $75,000 CAD in eligible operating expenses.

The applicant will receive a letter of nomination approval and a letter of instruction from the PEI government. The applicant must then use these documents to apply for permanent residence with the Canadian federal government.

Approval by the Canadian Government:

If all immigration requirements are met, the applicant and accompanying dependants will be granted Canadian permanent residence. Once the permanent residence visa is activated, the applicant will be able to start living in PEI.

The PEI government will give priority to applications that are in the following sectors.

  • Export-oriented business
  • Agriculture
  • Fisheries
  • Forestry
  • Businesses that bring economic diversity to rural communities in PEI.
  • Bioscience
  • Information technology
  • Aerospace and Renewable energy.

Living in Canada

International students wishing to work and stay in Canada after completing their education may consider the following options

Post Graduation Work Permit Program (PGWPP)

If you graduated from a designated learning institution (DLI), you could apply for Post Graduate Work Permit (PGWP).

PGWPP Facts: 

  • Validity of PGWP depends on the length of your study program.
  • If your program of study is more than 8 months but less than 2 years, you will get PGWP with the same length as your study program.
  • If the length of your study program is 2 years or more, you will get PGWP for 3 years.
  • If your passport is expiring earlier than full predetermined length of PGWP, your PGWP is only valid until your passport expires. (You have an option to apply for an extension to claim the full validity, if advised by IRCC).
  • You have 180 days to apply for PGWP after you graduate, and your Study Permit must have been valid at some point during those 180 days.
  • PGWP application can be submitted online or paper based (processing time varies, current processing time is 113 days for online and 117 days for paper-based applications).
  • Government fee for PGWP application is $255.00.

Required documents for PGWP application:

  • Graduation Letter / Confirmation of Graduation
  • Official transcripts
  • Passport
  • Valid Study Permit/Work Permit
  • Digital Photo
  • Fill out IMM5710 – Application to change conditions extended my stay or remains in Canada as a worker.

In case your Study Permit is expiring before you receive required documents, you must apply to extend your Study Permit. The Government fee for extending Study Permit is $150.00 and processing time is 60 days (online).

You have 90 days after your Study Permit’s expiration date to restore your status and apply for extension. The restoration and extension process will take 80 days (online) and cost $350.00.

Also, if your PGWP application is approved, your spouse or common-law partner may be eligible for an open work permit. After you apply for PGWP and while your application is being processed, you can work full-time until the decision is made. If application is refused, you must stop working. If you want to travel outside Canada during that time, your current TRV (Study/Work Permit) must still be valid when you return to Canada.

UPDATE: Saskatchewan Boosts Demand Occupations List for Express Entry

Introduction

The province of Saskatchewan has increased the list of in-demand occupations in Express Entry as well as In-Demand Occupation categories. More than 200 occupations have been added now to this List!

Saskatchewan Express Entry

This sub-category is for skilled workers who want to live and work in Saskatchewan and are in the federal Express Entry Pool.

Saskatchewan Occupation In-Demand

This sub-category is for skilled workers who do not have a job offer but are highly skilled in a Saskatchewan in-demand occupation.

Note: Eligible occupations for the Occupations In-Demand (OID) and Express Entry (EE) program sub-categories are high-skilled occupations in the National Occupational Classification (NOC) Matrix levels, with the exception of the ineligible occupations listed in the SINP Excluded Occupation List below. High skilled occupations include:

  • NOC “A” (occupations that usually require university education);
  • NOC “B” (occupations that usually require college education or apprenticeship training); or
  • NOC “0” (management).

Note that NOC “C” (occupations that usually require high-school or job-specific training) and NOC “D” (occupations that usually require on-the-job training) skill levels are not eligible for the Occupation In-Demand and Express Entry subcategories.

As of September 18, 2019, the SINP has switched to publishing a list of 129 excluded occupations. People with the following occupations are excluded from applying to the Occupations In-Demand (OID) and Express Entry (EE) program sub-categories. Introduction

09/09/2019: Student Direct Stream (SDS) is opened for Senegal and Morocco’s international students. This expanding is especially made to encourage French-speaker students. SDS list now includes India, China, Philippines, Vietnam, Pakistan, Senegal and Morocco.

09/09/2019: A new two-year pilot (09/09/2019- 09/09/2021) allows sponsorship applications for certain family members who would normally be banned from obtaining permanent residence (PR) under Canada’s Immigration and Refugee Protection Regulations. This pilot does not apply for Economic Class or any other immigration category that is not includes the below condition:

– The foreign national has applied under Spouse or Common-Law Partner in Canada Class or Family Class.

– The foreign national has a sponsor who

  • PR status as Convention refugee or similar circumstances
  • PR after being deemed as protected person
  • Determined under Canada Class or Family Class members as a sponsored spouse, common-law partner, conjugal partner, or dependent child

– The foreign national would not have made their sponsor ineligible in the class that the sponsor applied for had they been declared and examined at the time their sponsor immigrated to Canada.

11/09/2019: Nova Scotia opens new Labour Market Priorities for Physicians Stream via Express Entry under Nova Scotia Nominee Program (NSNP). Candidates must have approved Nova Scotia Health Authority (NSHA) or Izaak Walton Killam Health (IWK) and commit to living and working in Nova Scotia for at least two years.

18/09/2019Saskatchewan has expanded the list of in-demand occupations for both Express Entry and In-Demand Occupation sub-categories, from 19 to more than 200 occupations. Candidates who apply for Saskatchewan Immigrant Nominee Program (SINP) via Express Entry sub-category can get additional 600 points.

19/09/2019: Prince Edward Island (PEI) issued 122 invitations including 109 for Express Entry and Labour Impact and 13 for Business Impact: Work Permit Stream. PEI has now issued 1,030 invitation so far. The next draw is scheduled for October 17, 2019.

11/09/2019 & 18/09/2019Alberta invited Express Entry candidates with Comprehensive Ranking System (CRS) scores as low as 302 on September 11 and as low as 350 on the second draw in this month on September 18.

04/09/2019 & 18/09/2019: Express Entry draw for permanent residence with Comprehensive Ranking System (CRS) scores as low as 463 on September 4 and as low as 462 on the second draw in this month on September 18.

20/09/2019Quebec has invited 444 foreign workers to apply for a Quebec Selection Certificate in a draw held August 19.

25/09/2019Saskatchewan invited 769 Express Entry and Occupation In-Demand candidates to apply for a provincial nomination for Canadian permanent residence.

According to Statistics Canada, in August, the employment rate has significantly increased as a result of demand in part-time work. Five Canadian provincials saw the employment gains and Ontario is leading the way.

Ontario – Wholesale and Retail

By the end of August, Ontario announced that it gained 58,000 new jobs, all in part-time work. Most of the jobs belong to wholesale and retail industries.

The Ontario Immigrant Nominee Program (OINP) offers a number of immigration choices for skilled foreign workers. The OINP has three streams which are Human Capital Priorities, French-speaking Skilled Worker, Skilled Trade Worker that is linked to the federal Express Entry system and usually do not require a job offer from an Ontario employer in order to be eligible. Ontario also offers International Graduates Streams that targets international students who have recently obtained a master’s or doctoral degree from an eligible Ontario university.

Quebec – Finance, Insurance, Real estate, and Leasing

In August, Quebec’s employment rate increased by 20,000 net new jobs with the majority of those gains are from finance, insurance, real estate, and leasing industries.

Foreign workers must be invited to apply for Quebec Selection Certificate (CSQ) to immigrate to Quebec. The validity duration for a CSQ is 24 months or until Immigration, Refugees and Citizenship Canada (IRCC) makes a decision on a Canadian permanent residence application. All CSQs issued before August 2, 2018, maintain the previous validity duration of 36 months.

Immigration programs include the Quebec Experience Program (PEQ), which is open to those with eligible work or study experience in the province, and the Quebec Skilled Worker Program (QSWP).

Manitoba – Professional, Scientific and Technical services 

In August, Manitoba’s employment rate increased by 5,200 net new jobs and the professional, scientific, and technical services sector saw the most gains of all.

The Manitoba Provincial Nominee Program (MPNP) provides a number of pathways to the province for eligible immigration candidates. Foreign workers with in-demand work experience and family connections to Manitoba (among other criteria) may be eligible for the MPNP’s Skilled Workers Overseas Stream, which has a sub-stream for those with a profile in the federal Express Entry system.

Saskatchewan – information, culture, and recreation

Saskatchewan saw an increase of 2,800 new jobs in August with the majority held by information, culture and recreation industries. 

There are several ways to immigrate to New Brunswick through the New Brunswick Provincial Nominee Program (NBPNP). As of July, those with a profile in the federal Express Entry pool may be invited to apply for a provincial nomination from New Brunswick without having to first express their interest to the NBPNP – New Brunswick Express Entry Labour Market Stream (EELMS).

Employment rate by ages – Young generation led the trend

Employment among youth aged 15 to 24 increased by 42,000 in August, the majority from young women. Compared with August 2018, youth employment rose by 75,000 (+3.0%).

Employment among men and women in the ages of 25 to 54 was little changed in August and their unemployment rate held steady at 4.7%. Compared with August 2018, this age group increased by 138,000 (+2.2%) for men and by 64,000 (+1.1%) for women.

There were more people aged 55 and overworking, up 22,000 in August and up 195,000 (+4.9%) from August 2018.

Overall, in August 2019, there were 109,000 net new jobs in various industries. Compared with August 2018, Employment rate in the professional, scientific, and technical services industry increased 7.4%; Finance, insurance, real estate, rental, and leasing industry increased 3.9% while Educational services industry increased 2.6%. In contrast, Business, building and other support services employment rate decreased 3.5% compared with last year.

CALGARY, ALBERTA, CANADA

Among hundreds of cities in Canada, Calgary is believed to be the most preferred place to live. Calgary’s overall livability score was 97.5, aided by perfect scores in four of the five categories: Stability (100), Healthcare (100), Education (100), Infrastructure (100) and Culture & environment (90).

Calgary is the largest city in Alberta with 1.2 million population. It is the best place for immigrants to start their new life especially the ones whose occupation is related to the oil and gas industry. Since 2011, the immigration rate has been significantly increased and by 2016, 46% of immigrants moved to Calgary.

The Government of Alberta offers several options for foreigners interested in immigrating to Alberta through three streams of Alberta Immigrant Nominee Program (AINP) which are

  • Alberta Opportunity Stream — This stream is for eligible candidates in specific in-demand occupations.
  • Alberta Self-Employed Farmer Stream — This option is for international farmers who want to own and operate a farm in Alberta.
  • Alberta Express Entry Stream — The Express Entry system is the Canadian Government’s main source of skilled foreign talent. Alberta’s Express Entry Stream allows the province to search the Express Entry pool for candidates who match its economic development priorities.

VANCOUVER, BRITISH COLUMBIA, CANADA

Vancouver is Canada’s third most populous city, with over 2.4 million people. Vancouver’s overall livability score was 97.3, added by Stability (95), Healthcare (100), Education (100), Infrastructure (92.9) and Culture & environment (100).

It is the third-largest film production location in North America. More than 142,000 immigrants came to Vancouver between 2011 and 2016, accounting for 81 percent of all immigrants to B.C.

There are two main immigration streams under the British Columbia Provincial Nominee Program (BC PNP):

  • Entrepreneur Immigration — This stream is for international entrepreneurs who want to invest and settle in B.C.
  • Skills Immigration (including Express Entry British Columbia) — The BC PNP holds weekly draws for eligible candidates in several Skills Immigration and Express Entry British Columbia subcategories.

TORONTO, ONTARIO, CANADA

Toronto Is Canada’s largest city and has a technology sector that is directly competing with Silicon Valley and Seattle. Toronto’s overall livability score was 97.2, added by Stability (100), Healthcare (100), Education (100), Infrastructure (89.3) and Culture & environment (97.2). It’s estimated that 80,100 tech jobs have been created in Toronto since 2013.

Around 76 percent of immigrants who moved to Ontario between 2011 and 2016 chose Toronto as their new home. Of the 6.4 million people who call the Greater Toronto Area home, 46 percent are immigrants.

The Ontario Immigrant Nominee Program (OINP) accepts applications under three immigration categories:

  • Human Capital Category — This category has five immigration streams, including three that are linked to Canada’s Express Entry system. One of these, the Human Capital Priorities Stream, now holds occasional draws targeting Express Entry candidates with work experience in specific tech occupations.
  • Employer Job Offer Category — Foreign workers and international students with an eligible job offer from an Ontario employer may be eligible under one of this category’s three streams.
  • Business Category — Foreign entrepreneurs who want to establish or buy a business in Ontario can express their interest to the OINP under this category.

Month End News Edition – August 2019. 

  • 30/08/2019: Canada is making the Student Direct Stream (SDS) available to international students coming from Senegal and Morocco, starting September 9, 2019. The more efficient SDS process was launched in 2018 for students applying from China, India, the Philippines, and Vietnam, with an average processing time of fewer than 3 weeks.
  • 29/08/2019: Alberta issued 121 Notifications of Interest (NOIs) to Express Entry stream candidates on August 15. So far, 3,868 nomination certificates have been issued to Express Entry candidates through this stream.
  • 28/08/2019: Newfoundland Labrador has announced to open four rounds of Expression of Interest for prospective Immigrants around the world. Starting from September 13 to December 13, 2019.
  • 27/08/2019: The Ontario Immigrant Nominee Program (OINP) is now accepting applications to the Employer Job Offer: Foreign Worker Stream. Both the employer and the foreign national must show that eligibility requirements are met.
  • 01/08/2019 – 15/08/2019: Ontario Immigrant Nominee Program (OINP) issued targeted Notifications of Interest (NOIs) to candidates who qualify for Ontario’s Express Entry Human Capital Priorities (HCP) Stream. This includes Administrative, Business Management & Financial Operations, Computer & Technical Jobs.

Newfoundland and Labrador Opens Four Interest Opportunities

Newfoundland Labrador – Provincial Government announces four rounds of Expressions of Interest for International Entrepreneurs

Under the Newfoundland Labrador Provincial Nominee Program (NLPNP), the province of Newfoundland Labrador has announced to open four rounds of Expression of Interest for prospective Immigrants around the world who wish to settle in the province and be engaged in the daily operation of a business they create, join or take over. This International Entrepreneur program allows more newcomers to establish businesses and create jobs in the province.

The International Entrepreneur category is proposed for experienced business owners or senior managers who wish to permanently reside in the province, and they must start a new business or buy an existing business and must actively participate in the day to day management of the business. After operating the business for at least one continuous year, the International Entrepreneur may be nominated for Permanent Resident status, subject to fulfilling certain criteria.

Individuals interested to be considered for this category and are eligible can submit their Expression of Interest during the following dates: –

  • September 13 to 29, 2019
  • October 11 to 18, 2019
  • November 8 to 15, 2019
  • December 6 to 13, 2019

In Addition to this, Expression of Interest for international Graduates of Memorial University and College of the North Atlantic, who wish to open a new business or manage a business in the province may be submitted at any time. International Graduate Entrepreneur stream remains open for them

OINP Accepting Foreign Worker Job Offer Applications

The Ontario Immigrant Nominee Program (OINP) is now accepting applications to the Employer Job Offer: Foreign Worker Stream.

This stream gives foreign workers with a job offer in a skilled occupation at Skill Type 0 or Skill Level A or B of the National Occupational Classification (NOC), the opportunity to apply to permanently live and work in Ontario.

To apply, applicants must access the OINP e-Filing Portal directly from the OINP website. The link to the e-Filing Portal is located on the Employer Job Offer: Foreign Worker Stream webpage.

For a nomination certificate to be issued under this category, both the employer and the foreign national must show that eligibility requirements are met. Employers are required to complete an Employer Form, which is submitted by the applicant with the application to the OINP.

In order to be eligible for the Employer Job Offer: Foreign Worker Stream, individuals must:

  • Have an approved full-time & permanent job offer under NOC Level 0, A, or B in Ontario;
  • The job offer must meet the entry-level wage levels in Ontario for that occupation.
  • Have a minimum level of work experience; OR have a valid licence or authorization from the relevant regulatory body in Ontario for the same occupation as the one listed in the job offer.
  • Intend to reside in Ontario; and
  • Hold legal status (i.e. a visitor record, study permit, or work permit) and should maintain that status until nomination (if residing in Canada at the time of applying).

Note: This stream is open to foreign workers in and outside of Canada.

On August 15, 2019, the Ontario Immigrant Nominee Program (OINP) issued targeted Notifications of Interest (NOIs) to candidates who qualify for Ontario’s Express Entry Human Capital Priorities (HCP) Stream. This is one of the provincial streams where a Job Offer is NOT required! Just the experience – Express entry Profile Creation and a decent score to secure the Ontario’s NOI!

The OINP targeted candidates with work experience in the following NOC codes:

  • 0114 Other administrative services managers
  • 0601 Corporate sales managers
  • 1122 Professional occupations in business management consulting
  • 0124 Advertising, marketing and public relations managers
  • 0621 Retail and wholesale trade managers
  • 1111 Financial auditors and accountants
  • 3012 Registered nurses and registered psychiatric nurses
  • 0111 Financial managers
  • 1114 Other financial officers
  • 0651 Managers in customer and personal services, n.e.c.

To be eligible for nomination, applicants must demonstrate work experience in one of the 10 eligible NOC codes. Your application may be refused if you do not demonstrate work experience in one of the eligible NOC codes.
